SUMMARY OF HISTORIC ARCHICTECTURE AND LANDSCAPES REVIEW � There are no National Register-listed or Study Listed properties within the project's area of potential effects. � There are no properties less than fifty years old which are considered to meet Criteria Consideration G within the project's area of potential effects. ❑ There are no properties within the project's area of potential effects. � There are properties over fifty years old within the area of potential effects, but they do not meet the criteria for listing on the National Register. � There are no historic properties present or affected by this project. (Attach any notes or documents as needed.) Date of field visit: Oct. 16, 2013 Description of review activities, results, and conclusions: On August 13, 2013 a review HPOGIS website and Guilford County Tax Data website reveled one circa 1926 house in the project area. On October 16, 2013 an NCDOT Architectural Historian conducted a site visit. The house, as observed from the public right-of-way, is a common one-and-a-half story bungalow with what appears to be vinyl siding. This house does not appear to meet the minimum criteria for National Register listing. Although the parcel abuts the APE, the house more than 650 feet from the project area. There are no landscape features (trees, scrubs, hardscaping) associated with the house in the APE. The property will not be affected by the bridge replacement project. No other historic properties are present in APE. Based on these measurements, the Area of Potenrial Effects (APE) measures approximately 56,500 square feet or about 1.30 acres, inclusive of the existing roadway and structure. SUMMARY OF CULTURAL RESOURCES REVIEW Brief description of review activities, results of review, and conclusions: A map review and site file search was conducted at the Office of State Archaeology (OSA) on Thursday, August 8, 2013. An archaeological survey at this particular bridge location has never been conducted, and no archaeological sites have been recorded within one-half (1/2) mile of the proposed project. Digital copies of HPO's maps (Kimesville Quadrangle) as well as the HPOWEB GIS Service (http://gis.ncdcr.gov/hpoweb/) were last reviewed on Thursday, August 8, 2013. There are no known historic architectural resources located within the project area that may have intact archaeological deposits within the footprint of the proposed project. In addition, topographic maps, historic maps (NCMaps website), USDA soil survey maps, and aerial photographs were utilized and inspected to gauge environmental factors that may have contributed to historic or prehistoric settlement within the project limits, and to assess the level of modern, slope, agricultural, hydrological, and other erosive-type disturbances within and surrounding the archaeological APE. Brief Explanation of why the available information provides a reliable basis for reasonably predicting that there are no unidentified historic properties in the APE: This is a Staie-funded project that may or may not require a Federal permit and permanent or temporary easements. Whether a Federal permit will be required was not conveyed with the information provided for the project. At this time, there appears to be no Federal connection for this project; NC GS 121-12a does not apply since there are no eligible of potentially eligible (i.e. National Register-listed) archaeological resources located within the project's Area of Potential Effects (APE) that would require our attention. Existing ROW appears to measure approximately 60 feet. Therefore, there may be iinpacts up to 20 feet beyond the exisiing ROW along the project corridor. From an environmental perspective, the APE consists of the relatively level bottomlands of Stinking Quarter Creek, and is composed primarily of Wehadkee silt loam (Wh) with a small section of Appling sandy loam, 6-10% slopes at the "No ARCHAEOLOGYSUR VEYREQUIRED "jorm for Minor Transportation Projects as Qual{'fied an the 2007 Pr�ogrammatrc Agreement. 1 of 2 Project Tracking No.: 13-07-0040 western end of the project. Based on hydrology alone the entire project falls within an area that is perennially flooded. In addition, inan-made retaining ponds on the north and south sides of Coble Church Road immediately west of Bridge No. 271 have accounted for a great deal of disturbance within the APE. Therefore, the current conditions would not be conducive to containing intact archaeological materials. Overall, the project corridor is unlikely to contain significant cultural, archaeological, ar historical resources. Based on the inforination above, there should be no archaeological survey required for this project. If design plans change, then additional consultation regarding archaeology will be required. At this tiine, no further archaeological work is recommended. If archaeological materials are uncovered during project activities, then such resources will be dealt with according to the procedures set forth for "unanticipated discoveries," to include notification of NCDOT's Archaeology Group. Proposed Bridge Replacement Project The proposed project calls for the replacement of Bridge No. 271 on SR 3343 (Coble Church Road) over North Prong Stinking Quarter Creek, in Guilford County. No federally listed aquatic species have been recorded for Guilford County. North Prong Stinking Quarter Creek is located in the Cape Fear River Basin, where federally listed Cape Fear Shiner is known to occur. From the project site, North Prong Stinking Quarter Creek flows 12.1 miles before entering the Stinking Quarter Creek. A map of the project site is attached. NCDOT Biologist Jared Gray from the Biological Surveys Group did a review of the North Carolina Natural Heritage Program (NHP) database on December 31, 2013, to determine if there were any records of listed aquatic species within the proposed project study area or receiving waters. Furthermore, the nearest record of any federally listed aquatic species is over 34.0 miles away in the Haw River for the Cape Fear Shiner in Chatham County. Therefore the biological conclusion for the replacement of Bridge No. 271 over North Prong Stinking Quarter Creek is No Effect for any aquatic species.
