You stated that the facility or the corporate office never received a copy of the permit. The permit was copied in your office for you to retain. The following changes were made to the permit: Naphthalene monitoring was added to detect the presence of diesel fuel; monitoring for MTBE was relaxed from Quarterly to Semi-annually; Phenol (single compound) was replaced with Total Recoverable Phenolics. The facility consists of 2 - oil / water separators, product holding tank, and a 12,000 gallon Petroleum Contact Water (PCW) tank. Any product that leaves the covered loading rack area flows thru the two oil water separators. Any product recovered from the oil / water separators flows to the product holding tank and is treated off site. Any water captured from the oil / water separators flows to the PCW tank in the secondary containment area. The wastewater in the holding tank is pumped out the same time the PCW tank is pumped out. Stormwater that accumulates in the diked area is discharged when results of oil and grease are negative. The effluent discharges into a small UT to Mill Creek. The Division of Water Resources will implement an electronic discharge monitoring report program. This program requires all NPDES-permitted facilities report monthly monitoring report data electronically through the Division's eDMR (Electronic Discharge Monitoring Report) program. All existing permitted facilities and any new permitted facilities/dischargers will be required to comply with the permit requirement no later than 90 days after the permit becomes effective. On February 27, 2014, Mitch Hayes of the Raleigh Regional Office conducted the subject inspection. Your assistance with this inspection was greatly appreciated. Please find attached with this inspection the Basin Wide System Information System (BIMS) inspection report summarizing the inspection. Discharge Monitoring Reports (DMR’s) for the period September 2011 through January 2014 were reviewed for compliance with permit limit and monitoring requirements. All DMR’s indicated “No Discharge” and therefore no data to check. Any discharge that occurs would flow into an inundated area. Water in the inundated area appeared clear with no sheen.
