notice in newspapers having circulation in the general Johnston County area, as required by the
NPDES Program. Please provide your written comments, if any, regarding this draft to DENR / DWR
I NPDES Program no later October 11, 2013 (approximately 30 days after receiving this document).
Your written comments are welcome, but not mandatory.
Changes to the Previous Permit [see Fact Sheet - Renewal Summary]. Based on revised EPA surface
water-quality standards, DWR has replaced monitoring for Phenol [single compound] with Total
Recoverable Phenolics [32730]. This is now required of all discharges to Water Supply (WS) waters.

Upon review of your monitoring history, DWR finds no record of discharge from this facility (Jan2008-
Sep2013) since last renewal. Based on this record, the Division has conducted no reasonable potential
analysis (RPA), and has made only minor changes to this permit. During periods of no discharge,
please continue to submit monthly Discharge Monitoring Reports (DMRs) indicating “No flow” as
required by this permit.
The Division of Water Resources (DWR or the Division), in accord with your request to renew the
subject permit (received September 27, 2012), hereby transmits a permit draft for your review and
comment. Please review this draft carefully to ensure your understanding of the limits and monitoring
conditions, and to correct errors, if any.

Similarly, since last renewal EPA has revised standards for Methyl Tertiary Butyl Either (MTBE) as
Fluman Health (1500 pg/L), and Waler Supply (19 pg/L). The Division has therefore deleted the
previous permit Special Condition for MTBE and relaxed Monthly monitoring to Semi-annually. We
have added monitoring for Naphthalene [code 34696] to detect the presence of diesel fuel. Finally, we
have updated your facility description and site map, and add parameter codes to permit Section A. (1.)
for your convenience.

Whole Effluent Toxicity (WET) Testing - Acute WET testing has been relaxed from Quarterly to Annually
based on past compliance. Testing will continue Annually provided that the Permittee maintains WET-test
results showing “pass” [LC50 > 100%] for each annual event. If WET-test results show “fail” [LC50 < 100%]
the sampling frequency shall immediately increase to Quarterly in accord with Section A. (2.), and the
Permittee shall not regain eligibility for annual testing frequency except after five (5) consecutive calendar
quarters showing “Pass.”

A. (2.) ACUTE TOXICITY MONITORING - LIMITED (ANNUAL)

The Permittee shall conduct quarterly acute toxicity tests [except when relaxed to Annual monitoring]
using protocols defined as definitive in E.P.A. Document EPA/600/4-90/027 entitled “Methods for
Measuring the Acute Toxicity of Effluents to Freshwater and Marine Organisms.” The monitoring shall
be performed as a Fathead Minnow (Pimephctles promelas) 24-hour static test. Effluent samples for self
monitoring purposes must be obtained below all waste treatment. The tests will be performed on a
discharge event during each quarter (January-March, April-June, July-September, October-
December), except when relaxed to .Xnnual monitoring.
NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control
organism survival and appropriate environmental controls, shall constitute an invalid test and will
require immediate follow-up testing to be completed no later than the last day of the month following the
month of the initial monitoring.
Should any test data from either these monitoring requirements or tests performed by the North Carolina
Division of Water Resources indicate potential impacts to the receiving stream, this permit may be re
opened and modified to include alternate monitoring requirements or limits.
ACUTE TOXICITY MONITORING (EPISODIC)

The parameter code for this test is TAE6C. All toxicity testing results required as part of this permit
condition will be entered on the Effluent Discharge Form (MR-1) for the month in which it was

Toxicity - This permit requires Acute Whole Effluent Toxicity (WET) testing Fathead Minnow

Facility Summary
This facility confines stormwater and maintenance wastewater behind benned areas [dikes]. The dikes are
equipped with drain pipes controlled by hand-operated valves, normally closed. This controlled discharge
constitutes a point source to the environment. Because this facility stores fuel hydrocarbons in above-
ground storage tanks (ASTs) and in proximity to appurtenant piping, surface storage in excess of one (1)
million gallons, the facility is specifically excluded from coverage under North Carolina stormwater
regulations.
