Subject: Swan's Quarter(SW8 070801) - Request for Additional Information
Good Afternoon Bruce,
I have gone through the submitted additional information and I could not find the revised sizing calculations, drawdown
calculations, etc.for the combined system, as requested. As discussed during the submittal meeting, for this "phase"of
the project, the combined Infiltration Basins#3,4,and 5 are being designed as and considered one system, with the
Infiltration Basin#4 area having an increased bottom surface area from what was permitted previously. Calculations
supporting this redesigned, combined system must be provided.
With that said, I don't expect it to take very long to provide these calculations, however, please ensure the calculations,
and any other revised documents if applicable, are provided by July 27,2020. In the meantime, I will begin drafting the
permit in order to expedite the process once the calculations are provided and reviewed.
Please let me know if you have any additional questions or concerns.
Thanks,
Garrett Zorda

Subject: Request for Additional Information
Stormwater Project No. SW8 070801
Swan's Quarter
Brunswick County
Dear Mr. Paul:
The Wilmington Regional Office received and accepted a modified Express State Stormwater Management
Permit Application for the subject project on June 25,2020.A preliminary in-depth review of that information has
determined that the application is not complete and that additional information is needed. To continue the review,
please provide the following additional information in a single, hard copy submittal package:
V 15A NCAC 02H.1042(3)(b):
a/ Item#23 on the Infiltration System Supplement appears to report the depth to the SHWT per the
soils report in feet rather than inches,as requested on the form. Please update Item#23 on the
Infiltration System Supplement to report the depth to the SHWT per the soils report in inches.
b,% Item#6 on the Drainage Area Supplement lists several BUA amounts, under various rules, that
exceeds the permitted amount of BUA. Please confirm the intended BUA totals and ensure it is
presented consistently.
2. 15A NCAC 02H.1042(2)(f):Please provide a separate set of calculations for sizing of the combined
/infiltration basin system,as discussed during the submittal meeting.
3! 15A NCAC 02H.1042(2)(h): Please provide additional details of the stormwater system, including the
inverts of the equalization pipes connecting the three infiltration basins.
44 Due to the potentially minor nature of these comments, the express additional information review fee has
been waived.
Please remember to confirm that any revised information is presented consistently throughout the application
documents including calculations, supplements, narrative, and plans. Please also remember to provide two hard
copies of any updated documents per 15A NCAC 02H.1042(2).
All of the requested information listed above should be received in this Office by July 14,2020,or the
application will be returned as incomplete. If additional time is needed to submit the requested information,
please email your extension request prior to this due date to the email address provided below with a justification
and a date of when the requested information will be submitted, which shall be no later than 5 business days past
the original due date. Please remember that extension requests delay the issuance of the final permit. Also,
please note that only two letters requesting additional information is allowed in the State Stormwater Program. If
the information is not satisfactorily provided after the second request, the project will be returned. If the project
is returned and you wish to re-submit to the Express Program, you will need to reschedule the project through the
Express Coordinator for the next available review date and will need to resubmit all required items at that time,
including the application fee.
The construction of any impervious surfaces, other than a construction entrance under an approved Sedimentation
Erosion Control Plan, is a violation of NCGS 143-215.1 and is subject to enforcement action pursuant to NCGS

RE: Narrative for Bald Head Island Limited, LLC High Density Stormwater Permit SW8-070801 Permit Mod
for Swans Quarter, South Bald Head Wynd, Bald Head Island, NC for Temporary Golf Cart Parking
Bald Head Island Limited, LLC has asked that I submit a plan modification on their behalf for the
temporary placement of an appx 174 ft x 80 ft = 13,920 sf+/- (0.32 ac) paver block golf cart overflow
parking lot for the Bald Head Island Club's new swimming pools that opened last summer mostly on
Limited's 3.25 acre Swans Quarter Condo Site, SW8-070801. The original 10 building Swans Quarter
Condominium Project burned down in the early 1990's. In 2007, the original site plan was recreated by
surveyors using the burnt piling remnants. Subsequently, the project was redesigned for 8 buildings,
and submitted for both CAMA and Stormwater permitting. The original project pre-dated the 1988/89
institution of State Stormwater Permitting. The 9-21-07 High Density Stormwater Permit SW8-070801
allows for 61,156 sf = 1.41+/- acres of built upon area. Appx 572 sf of the overall rectangle are on BHI
Club property, in areas P5 & P6, already permitted as impervious. The site has a funny shape from
when Limited owned the Club.
The site is permitted for the eight appx 4635 sf multi-story buildings, two gazebos, a few sheds, roads,
shoulders & parking. CAMA 121-07 was issued,with a current expiration/renewal date of 12/31/20 and
a Letter of Refinement has been requested.

SW8-070801 Bald Head Island Limited LLC Swans Quarter—SW Narrative BMPE Rev 6-19-20
(June 14, 2019 Google Earth Image) Showing, in yellow, the appx location of the temporary turf-stone

basically in the footprints of Permitted Buildings #3 & 4 and the permitted road R.O.W. My stormwater

infiltration basins. It does allow a back access to the Bald Head Island Club, until the Swans Quarter
paved roads are constructed. The paver parking lot appx 16' north drive aisle is intentionally wider to
allow fire truck access to the backside of the club buildings independent of the Salt Meadow Drive
Club main entry road. This is a deliberate life-safety feature.
Post-Hurricane Florence the Village of Bald Head Island used the Swans Quarter site as a FEMA
vegetative debris and tree/mulch site. It has since been cleaned up and left as a barren flat. The
temporary modular bathrooms to the left of the Club Pool were removed on completion of the 4 new
pools.
Stormwater Permit SW8-070801 "treats" the water in 8 various sized infiltration basins. Infiltration Basin 4,
for Drainage Area 4, gets temporarily redesigned as a vertical sided open bottom sand "median"
infiltration basin. The other seven infiltration basins remain as permitted, except that we ask for a
temporary 30' westward shift of infiltration basin #5, to avoid disturbing an existing vegetated berm
along the west side of the BHI Club tennis courts. This negates the building of Condo #5 until the
temporary parking is removed.
The paver surface will also provide a better walking surface to the pools/restaurant. The parking lot
abuts the Club's SW8-890106 (and CAMA 108-17) existing permitted paver parking area 6; I see no
need for those permit to be modified. It does require temporarily reshaping of permitted infiltration
basin #4.
Bald Head Island Limited LLC's neighborly allowance of temporary Club parking should be in no way
construed as intending to replace the as-permitted Condo Project. We have full engineered design
drawings for the Condo Units, and the Highfill Infrastructure Engineering set of Site/Civil drawings
included sewer and waterline drawings in addition to CAMA, Stormwater and S&E. (That was during
my quadruple bypass recuperation period, where we passed my project to them.)
I believe the desired approach is to call this Plan Modification as "Phase 1" to Swans Quarter. The
Island in general is taking a beating this year with the coronavirus lockdowns, so this temporary use as
golf cart parking does not affect the site long range "Phase 2" or even "Phase 3" plans. The pavers
will be picked up and repurposed elsewhere at the Club or on the island.
From the more technical side of the discussion, the proposed parking lot is really on/within Drainage
Areas DA3, DA4 and DA5. The three infiltration basins, IB3, IB4 and IB5 will be linked by 4" "equalizer
piping, similar to what I have done elsewhere on the island and the mainland with shallow sand
bottom infiltration basins. As rainwater will in theory seek its own level (not necessarily true with high
infiltration rate sands), I attributed 2610 sf of the paver parking bua to each of DA3/IB3 & DA5/IB5, to
keep the temporary impervious sums in line with the original permit. As I mentioned, it means that
buildings 3,4 &5 cannot be built until we reclaim the temporary parking area from the Club.
The Club has plenty of additional impervious available in their permit for future expansion of the Club
Pro-Shop, but those plans are similarly on hold because of social distancing while building and other
concerns. See my drawing SW8-890106 Bald Head Island Club Stormwater Plan, C2.1 Rev 6.

RE: Narrative for Bald Head Island Limited, LLC High Density Stormwater Permit SW8-070801 Swam
Quarter,South Bald Head Wynd, Bald Head Island, NC for Temporary Golf Cart Parking
Bald Head Island Limited, LLC has asked that I for a plan modification on they behalf for the temporary
placement of on appx 174 ft x80 ft = 13,920 sf+/- (o.32 acj paver block golf cart overflow parking on
Limited's 3.25 acre Swans Quarter, for the Bald Head Island Club's new swimming pools that opened
last summer. The original 10 building Swans Quarter Condominium Project burned down in the early
1990's. in 2007, the original site plan was recreated by surveyors using the burnt piing remnants.
Subsequently, the project was redesigned for 8 buildings, and submitted for both CAMA and
Stormwater permitting. The original project pre-dated the 1988/89 institution of State Stormwater
Permitting. High Density Stormwater-Permit SW8-070801 allows for 1.41 acres of built upon area.
Including the eight appx 4635 sf multi-story buildings, two gazebos, a few sheds, the roads & parking.
CAMA 121-07 was issued, with a current expiration/renewal date of 12/31/20 and a Letter of
Refinement has been requested.

(June 14. 2019 Google Earth Image) Showing. in yellow, the appx location of the temporary turf stone
paver golf cart overflow parting, over what was spotty gravel access road and laydown area. It is
basically in the footprints of Permitted Buildings #3 & 4 and the permitted road R.Q.W. The entrance
"road" is appx per permits, however the post--Hurricane Florence use of the site as a FEMA mulch site,
restoration/site clean-up pretty much left the site a barren flat.
1
Stormwater Permit SW8-070801 "treats" the water in 8 various sized infiltration basins. As part of this
temporary paver project, the Club is having a surveyor re-stake the shallow (1' depth. 3H:1 V side
slopes) infiltration basins and will re-dig/re-shape for the full 1.41 acres of permitted impervious. While
turfstone pavers will be used as it is "Island Style Parking", there is no intent to claim that it is anything
but full impervious surface. A somewhat center divider median is included. From South to North (i.e.
tennis courts to the lagoon, the layout is appx: 12' cart parking, 12' drive aisle, 12' parking, median, 12'
parking, 16' drive aisle, 12' parking. (Official cart spaces on Bald Head are 6'x12', but with no doors,
and the middle of summer, you'll find the 4' wide carts parked at as close as 4.5' on center). The appx
16' north drive aisle is intentionally wider to allow fire truck access to the backside of the club buildings
independent of the Salt Meadow Drive Club main entry road. This is a deliberate life-safety feature.
The paver surface will also provide a better walking surface to the pools/restaurant. The parking lot
abuts the Club's SW8-890106 (and CAMA 108-17) existing permitted paver parking area 6; I see no
need for those permit to be modified. It does require temporarily reshaping of permitted infiltration
basin#4.
The
Island in general is taking a beating this year with the coronavirus lockdowns, so this temporary use as
golf cart parking does not affect the site long range "Phase 2" pions. The pavers will be picked up
and repurposed elsewhere on the Bland.

Hi Cameron/Christine,
Here is an express request. Like everything on the island,we obviously would have liked it for Easter; if not, then prior
to Memorial Day 2020,or whatever the earliest date you can squeeze us in. I have talked to CAMA and Christine about
this already and know that you are probably six or more weeks out. Submittal meeting only. This is for temporary
parking for the Bald Head Island Club Swimming Pool Parking,on BHI Limited property. One infiltration basin of the
eight,#4 has to be modified. The site was used for the Hurricane Florence FEMA mulch site. The govt basically leveled
the site in doing so and in restoring it. Nothing else really on the island but a sand, spotty gravel road approximately in
the permitted road location. From Google Earth it looks like they missed in a few area. As we will be reinstalling all of
the infiltration basins, I might need to either move a couple of basins less than 50'or to regrade the fire truck path to
the back of the Club buildings. I haven't been on island in almost 2 months,so will need to see surveyor drawings before
I finalize my Phase 1 and Ohase 2 layouts, with existing permitted plan as Phase 2, and temporary golf cart parking as
Phase 1.

!CAUTION:
Hey Christine,
In record time, under an hour to be more specific,Tara got back to me and asked if Stormwater would approve. I have
added Bald Head Island Limited, LLC's Swans Quarter Sheets C2 Site Plan,Stormwater Plan C4 and S&E Details Sheet
ED1 that includes Infiltration Basin Detail. These attachments are at the bottom since the CAMA attachments were
already at the top.
As mentioned in my CAMA LOR Request, the site was used by FEMA/the Village of Bald Head Island as the Village Mulch
Site. When there were finished the site was basically bulldozed flat. I plan to have a surveyor out to the island next
week, if allowed on the island,to restake seven of the as-permitted infiltration basins. For some reason, landscapers and
golf courses are essential businesses,so the Club landscape crew can knock out these appx 1' depth basins pretty
quickly. #4 falls into the requested temporary parking pad. You know how much I like shallow infiltration basins,so I am
showing a center median that has appx or more volume than the original.
Club wants to use this for swimming pool overflow golf cart parking, and it is only appx 0.32 acres of bua, whereas the
site is permitted for 1.41 acres. This is a neighborly favor BHI Limited is allowing the Club to do,as island revenues will
be dismal pre Memorial Day or longer.
I do have a good number of drawings and permit info at home. I have included the renewal application from 2017. I'll
have to dig deeper for the original permit if you don't have access. Pavers purchased are turf-stone, but I am not
claiming any credit for that. On the island turfstone is often used to delineate parking area.

Happy Friday! I was going to wish you a Good Friday, but that was last week.
Attached is a letter of Refinement Request for putting some temporary paver parking on Swans Quarter for the BHI Club
use as swimming pool overflow parking, as Limited's Swans Quarter, CAMA 121-07 abuts the BHI Club CAMA 108-17
permitted paver area P6 from their/my C2.1 Rev 6 Stormwater Plan. You previously acknowledged acceptance as the
Club's drawing as their CAMA site plan. Mr. Chad Paul/Limited are being neighborly, as with the island shut down at the
moment to contractors, there would be no opportunity this year to commence the full Swai,s Quarter project.
The paver area is Rectilinear, appx 174'x80',with a vegetated depressed median in the center. I tried to draw the shape
in Google Earth. The median cut out appx equals the interconnect driveways to the Club.
Hope it is something you can knock out quickly.

For the submittal package, since this project is remaining vested under an older set of rules, please be sure to
use the appropriate archived supplement for the infiltration basin #4.

Hi Garrett,
1. The center divider median is being planned to have the required volume and bottom surface area. I might not
be able to get the full 1' depth that infiltration basin#4 is. I can make the middle of the three transverse
medians larger to accomplish that. I am showing a 2'wide longitudinal median gap and am still deciding
whether to make a hard vertical edge(i.e.Oh:1V slope)or let sand droop naturally and make up for volume and
bottom area at middle transverse median. I will match or exceed existing calculations for infiltration drawdown,
etc. So yes, it is a reshaped infiltration basin#4.
2. I now intend to shove the parking a little more eastward, and less in Drainage Area 3. I plan to "capture" all of
the "parking" bua in the reshaped#4. And I was planning not to resize#3. I am not planning on adding bua to
the overall site impervious,so that means I will be temporary reducing the bua into basin 3. Sort of like if you
gave a mouse a cookie, I will thence need to redo the Basin 3/Drainage area 3 numbers to keep the overall
project with no change. So Drainage Area#3 and Drainage Area#4 get changed numbers.
P.S.this is for Swans Quarter which is not the same as Cape Fear Station. Hopefully I didn't leave a Cape Fear Station
heading somewhere in my request or in copying the forms from a last year Cape Fear Station Stormwater Express
request'

Subject: Bald Head Island Cape Fear Station Express Request
Good Afternoon Bruce,
I am looking through the Express Request for the subject project to try and get a date scheduled and I have a couple of
items that need additional clarification.
1. The narrative indicates that this modification includes reshaping the permitted Infiltration Basin#4. Will the
proposed, reshaped Infiltration Basin#4 remain the same size (depth, surface area, volume)as the currently
permitted Infiltration Basin#4?Additionally,the narrative is unclear, can you confirm if the center divider
median of the proposed parking area is being designed as the proposed, reshaped Infiltration Basin#4?
2. Although a proposed site plan including the proposed temporary golf cart parking lot area was not included in
the request, based on the provided aerial photo overlaid with the proposed parking lot outline as well as the
approved plans, it appears that the temporary golf cart parking lot will be located within both Drainage Area#3
and Drainage Area#4. Is the overall BUA permitted to drain to Infiltration Basin#3 and Infiltration Basin#4
increasing or is it remaining at or below the permitted amount for each drainage area?
Once the above items are clarified,we should be able to schedule a date for this project.
Thanks,

Hi Cameron,
Wondering if you have a submittal date for me yet per my request 2 weeks ago?
The site has been basically barren since the original Swans Quarter burnt down in 1993 or 1994. It was built prior to
Stormwater's existence, In 2007 before the economy went into recession,we surveyed all of the burnt building pilings,
recreated what originally was there, and then per discussions with CAMA and Stormwater redesigned for only eight
condos. The permitted bua in SW8-070801 is 1.41 acres for the 3.25 acre site. We did fill in an on site man-made golf
course lagoon portion, which I believe was done by using some of the fill created by the shallow, Bald Head Island style
1' deep infiltration basins. The site sat empty until Bald Head Island Limited, LLC allowed the Bald Head Island Club in
1997 to use the site as a back entrance/construction laydown for the new swimming pools/restaurant. Then after
Hurricane Florence, the site was used as a FEMA Mulch Site by the Village of Bald Head Island. There was a lot of tree
debris that had to go somewhere!
The site is basically flat and barren, with the typical grade elevation between 5 FMSL and 6 FMSL. Now Limited is again
being neighborly, and allowing the Bald Head Island Club to put a temporary turfstone paver golf cart parking lot
between the Club tennis courts and the Hole 9 lagoon bulkhead. It is an odd shape of Limited's property, but made
1
more sense when Bald Head Island Limited owned Swan's Quarter and the Club. The condos wrapped three sides of the
tennis court. The paver parking is appx 0.3 acres, is 22%of the permitted impervious and 9% of the site acreage. No
credit will be requested for turfstone, and the location is predominantly in the footprint of permitted Swans Quarter
buildings#3 , and the road/parking associated with them.
The Swans Quarter construction entrance was installed per stormwater/s&e plans, and the construction road to behind
the tennis courts mostly follows the Swans Quarter Rights of Way. Mostly sand, but some spotty gravel where
construction or FEMA got stuck in soft sand. There is one of the permitted sheds on site.
The paver parking encompasses infiltration basin#4. I have a sand, vegetated median within the parking to temporarily
replace it(Bald Head Island Limited, LLC is not giving up its plans to build the eight condo development).
Of course this project has gone the gamut from Village Building Inspector to CAMA Letter of Refinement Request, and
the thence "What does Stormwater say?" ( In record 1 hour time from Tara), and a conversation with Christine and
hence Express Request and submittal to the Bald Head Island ARB.
The approach is that this is Phase 1,with the temporary change in shape of Infiltration basin#4. Phase 2 is the Project
as presently permitted. All permits have been renewed as appropriate and are in good standing.
I'm even good with being a last minute fill in for someone who bails from an express review. Do you have a date that I
can put on my schedule for now when the submittal meeting will be? Chad Paul or Bill Mack will need to be there for
Limited,so they need to have it on their schedules. And I need a day or two to get 24"x36" plots and to seal and get
scanned. I have been hunkered down and will have to venture out for those.
Not sure if Georgette or Dan would say that this even reaches to the level of a review for temporary parking(a safety
thing) in this time of coronavirus. But I think I heard that Dan retired,as did several others. If you can check with the
powers that be,we are just talking about turfstone pavers on a sand island.

Subject: [External] FW: Letter of Refinement Request-Bald Head Island Limited LLC CAMA 121-07 Swans Quarter SW8-

Subject: Letter of Refinement Request- Bald Head Island Limited LLC CAMA 121-07 Swans Quarter
Happy Friday! I was going to wish you a Good Friday, but that was last week.
Attached is a letter of Refinement Request for putting some temporary paver parking on Swans Quarter for the BHI Club
use as swimming pool overflow parking,as Limited's Swans Quarter,CAMA 121-07 abuts the BHI Club CAMA 108-17
permitted paver area P6 from their/my C2.1 Rev 6 Stormwater Plan. You previously acknowledged acceptance as the
Club's drawing as their CAMA site plan. Mr. Chad Paul/Limited are being neighborly,as with the island shut down at the
moment to contractors, there would be no opportunity this year to commence the full Swans Quarter project.
The paver area is Rectilinear, appx 174'x80',with a vegetated depressed median in the center. I tried to draw the shape
in Google Earth. The median cut out appx equals the interconnect driveways to the Club.
Hope it is something you can knock out quickly.
