2. Special monitoring or limitations (including toxicity)
requests: Parameters consistent with the DWQ policy for tank farm
discharges. We recommend phenol be a concentration limit instead
of a mass limit as in other tank farm permits. This is needed
due to the wide variability in flow measurement methods used at
different facilities, and even at different outfalls at the same
facility.
PART IV - EVALUATION AND RECOMMENDATIONS
We have performed a CEI at this facility, as well as reviewed the
DWQ policy on tank farm permitting. No compliance issues were
noted at this facility. There has not been a discharge from this
facility in approximately 3 years. However, we do recommend that
the phenol limit that the policy dictates be included in the
permit, be noted as a concentration limit, not a mass limit as in
the Greensboro tank farm permits. This is needed due to the wide
variability/fluctuation in flow measurement methods necessary to
calculate the mass loading.
Connection to Regional Sewer System: Connection to
Johnston County sewer system appears to be the only option,
these discharges are >99% stormwater,
not/this flow.
Subsurface:
We have concerns with the diked area for the AST's. If the
rainwater can percolate through the soil ( as the employees say) ,
the contents of the AST's can also, causing great risk to the
groundwater in this area if there is a spill. We recommend that
the Division require adequate containment, or refer this to EPA
as a part of the facility's SPCC plan. A previous staff report
