5. The facility appeared to be well operated and maintained.

1. The facility has 1 outfall. This is for the stormwater that is collected in the diked area for the
AST’s. According to the plant staff, there has been no discharge from this area since the
hurricanes. The stormwater evaporates and percolates through the soil.
2. The loading rack area is covered. Any product that is spilled, or rainwater that is blown in, is
routed to 2 oil/water separators in series, then to a holding tank. The contents of this tank are
then hauled to Jacksonville, FL as needed for disposal. There is no discharge from the loading
rack area.
3. A review of self monitoring data submitted from June 2001 - May 2002 showed no discharge
occurred.
4. It was not discussed at the time of the inspection, but you are reminded that it is acceptable to
report “No discharge” only when there was no discharge during the entire month.

6. The outfall is to an unnamed tributary to Mill Creek, Class WS-IV, NSW waters in the Neuse
basin.

7. The Divison is reviewing Crown’s request to renew the permit. There may be several changes
from the current permit included in the reissued permit. These changes will reflect the Division’s
permitting strategy for all tank farm facilities.
