Dear Ms. Manuel:
We are in receipt of the above referenced Notice of Violation, received October 7, 2024,
which involved an overflow occurring August 8, 2024. The overflow took place during
Tropical Storm Debbie and was attributed to Severe Natural Condition.
There are three projects in the area that should help this situation. (1) Little Buffalo
Rehabilitation — Upper Reach, (2) East Sanford CDBG, (3) Third St area sewer
Rehabilitation.
Little Buffalo Rehabilitation—Upper Reach.
This project is funded by a Clean Water State Revolving Fund loan of$3.8 million and
will be used to upsize the existing sewer interceptor to 18 inches. The project map,

titled "Little Buffalo Interceptor Rehabilitation Project" is attached. It is expected to
upsize the line to Manhole 1960. This will increase the capacity of the interceptor
downstream of the subject location.
The project is being reviewed by the Division of Water Infrastructure. Once the City
has DWI approval, it will be bid. We expect bidding to take place in November of this
year.
East Sanford CDBG
This is a $ 2 million project that will cure-in-place line an area downstream of the subject
location. This is expected to reduce inflow and infiltration which will increase the
capacity of the existing interceptor.
Construction is currently underway with a completion date of June 2025.
Third Street area Sewer Rehabilitation
This project will cure in place line an area including the subject location. Please see the
attached exhibit labelled "Third Street Area Sewer Rehabilitation SSO/NOV". We
believe this project will decrease inflow and infiltration and increase the available
capacity of the line.
The City received a Letter of Intent to Fund from the Division of Water Infrastructure
this summer. We have started the procurement process for an engineer to assist us with
the work.
