Inspection Summary:
Based upon the inspection, the facility is not compliant and will remain under Notice of Deficiency. The Stormwater Pollution
Prevention Plan (SWPPP)was present with all sections up to date. The facility has completed minor revisions to their
SWPPP after some confusion was discovered as to which general permit the facility believed they had.
Analytical and qualitative monitoring has not yet begun on site. Carvana has contracted with a consulting firm to begin
qualitative and analytical monitoring.
All outfalls on site were viewed with no visible issues at the time of the inspection.A review of maps by Carvana revealed two
additional outfalls the facility was not previously aware of.
An extension of the Notice of Deficiency has been granted to the end of the quarter(December 31, 2024)to allow time for
permit required monitoring to occur.
To ensure compliance, the facility must:
- Begin analytical and qualitative monitoring per permit requirements beginning with the next qualifying rain event. Send the
results to the NCDEQ Mooresville Regional Office once this occurs. If no qualifying event occurs and an extension is
needed, notify the NCDEQ Mooresville Regional Office so that may be considered.
