Drive,Ste.200 T 919.827.0864 �� Cary, NC 27511 TRCcompanies.com October 29, 2024 Mr. Jeff Morrison Environmental Program Manager, Remediation Colonial Pipeline Company 3925 Anderson Farm Road Austell, Georgia 30106 Re: Colonial Pipeline SR 2448/Pipeline ROW NPDES Permit No. NC0090000 Site Mitigation Plan Quarterly Report 3Q2024 Huntersville, North Carolina Dear Mr. Morrison: This Quarterly Site Mitigation Report for reporting period July 2024—September 2024 (3Q2024) has been prepared as required by National Pollution Discharge Elimination System (NPDES) Permit No. NC0090000, Section A.9.b.(i) for the Colonial Pipeline Company (CPC) Huntersville-Concord Road (State Road 2448 [SR 2448]) pipeline release site located near Huntersville, Mecklenburg County, North Carolina (Site). The on-site water treatment system construction has not yet begun, and the system is therefore not operational at this time. As such, there are no nuisance conditions (noise, odor, or vapors) associated with water treatment that need to be mitigated at this time. Construction of stormwater control measures began at the Site on August 19, 2024 in accordance with the approved Town of Huntersville (Town) Land Development Plans and existing Land Disturbance Permit(MECK 2023-030) issued by the North Carolina Department of Environmental Quality (NCDEQ), Activities completed to date, include the following: • Installation of temporary construction entrance, silt fence, silt fence gravel outlets, and other construction related best management practices (BMPs). • Construction of dry pond, riprap, stormwater outfall, and erosion control blanket. After the above listed stormwater control measures and BMPs were installed at the Site, construction activities associated with the vapor extraction portion of the proposed remedy were initiated. These activities include installation of subsurface utilities (i.e., natural gas), cable tray footers, and underground piping. Construction has been limited to the portion of the Site that is located south of SR 2448 due to ongoing negotiations with Mecklenburg County for long term access to the Oehler Preserve. At this time, construction activities are anticipated to continue into 2025.
