As required by National Pollution Discharge Elimination System (NPDES) Permit No.
NC0090000, Section A.9.b.(ii) effective August 1, 2023, Colonial Pipeline Company (Colonial) is
submitting this Site Mitigation Plan Quarterly Report 3Q 2024 for the time period of July 2024 —
September 2024 in connection with the Huntersville-Concord Road (State Road 2448 [SR 2448])
pipeline release located in Huntersville, Mecklenburg County, North Carolina. At the time of this
submittal, Colonial has initiated installation of stormwater control measures and best
management practices as well as construction of the soil vapor extraction remedy components
on the south side to SR 2448. Colonial anticipates that the next quarterly report (Site Mitigation
Plan Quarterly Report 4Q 2024) will be submitted in January 2025.
