Your first questions was to provide drainage basins and calculations proving that the volume and flow rate of stormwater is not increased by the proposed project. Attached with this letter are the pre and post drainage basins. I was able to modify the drainage basins going to the piping system by redirecting stormwater from the demo'ed building and the proposed clubhouse to do sheet flow away from the piping system. The attached spreadsheet shows that the overall drainage basins (SB #1,2,3,4,5,6) are reduced by 14,623 SF (205,258 SF-190,635 SF). The drainage basin shown are the only contributing basins to this pipe system. In addition to reducing the overall size of the drainage basin I was able to reduce the BUA within the basin by 7,923 SF (112,666 SF - 104,743 SF). Considering that we are replacing the existing pipes with the same size pipes I believe I have documented that this project does not increase the net volume or increase the flow rate to the offsite pond. Please keep in mind that these numbers will not correspond to overall BUA on the proposed site. Should you have further questions please do not hesitate to call. You need to provide calculations which demonstrate that you have not increased the net amount(volume)or rate(flowrate cfs)of stormwater discharge through the existing 15" piped outfall. The majority of the BUA increase is associated with the parking lot(59427 existing, 65361 proposed). Hopefully,you have been able to divert some of that flow away from the pipes,or you are using a permeable pavement for the new parking lot which allows infiltration of the runoff. I don't see any permeable pavement proposed on the plans or in the details. Please note an addition error.Your cover letter from July indicated that there is 113582 sf of proposed BUA. However, the plans total up to 113,552,a difference of 30 sf. The total increase is 162 sf, not 192 sf. I will also need an updated master spreadsheet where the Reserved BUA Balance is reduced down by 162 or 192, depending on which one is correct. It looks like some of this new project will"overlap"with the plan revision we approved in 2011?Is that plan revision going away in whole or in part,to be replaced by this plan revision? It looks like the new tennis courts were built, but some of the other things were not.Some of the sidewalk, horse shoe court, bocce ball court,shuffle board court and basketball court were not constructed. It looks like a portion of the old tennis court was restriped for the basketball court. If this is all part of the POA clubhouse area, it should all be together on one plan, not parceled up between different revisions.Am I missing something? All of the existing piping in the parking lot and to the pond is 15" cmp pipe. The cmp pipe is in poor shape and needs to be replaced. If I propose to just replace this piping system with the same size pipe (I want to use corrugated plastic pipe instead of the corrugated metal pipe due to corrosion of the existing system). I also have a copy of the 2008 permit application which is a transfer of ownership and a modification to reallocate the previously permitted amount of BUA. I still need for Jay Houston to replace the plans that showed all the existing pipe locations. I will probably not be able to replace any of the file notes, or the older permit drawings or the previous applications. Mr. Giese is looking through Gordon's files to see if he can find anything. The 2008 permit, schedule of compliance condition 11.7, indicates that no additional piping beyond that shown on the approved plan, will be allowed. The existing piping within the clubhouse area is relatively short, and only exists in the north-most end of the parking lot. The proposed piping is much more extensive. It's labeled as "CPP". Is that Corrugated Perforated pipe? I'm not sure how this would qualify as a plan revision since it appears that an infiltration trench system is being proposed to treat this pocket of higher density within an overall low density project? Please remember that meeting low density is more than just meeting the magic number. Since I lost my historical plans and review notes ! do not know how we approved the clubhouse with all that piping under low density. I'm guessing it was an inexperienced reviewer, or that we may have decided to overlook the clubhouse piping since it was already in and an expansion was planned in the future where treatment would be provided. It's also possible that the clubhouse predated the rules, but was pulled in as "existing"when the rest of the subdivision developed in 1990. If you have any proof of that, I would appreciate having a copy. My concerns are: 2 1. Under low density, infiltration piping is still piping, and is not allowed. 2. The existing condition plan does not provide the pipe size for any of the existing pipes except for the lone 15" CMP in the parking lot itself. Your proposed plan indicates that a 36" CPP will now be discharging to SA waters. What are the sizes of the existing pipes that are being replaced? It is not appropriate to increase the size of an existing conveyance that discharges to SA waters, or to increase the volume or flowrate through existing conveyances that discharge to SA waters. 3. If you want to design and propose an infiltration trench system to treat the pocket of high density, with the excess design storm overflowing to SA waters via a vegetated filter, I can certainly live with that. Based on the existing permit (dated 9/29/13) and a approved plan revision (dated 7/29/11). My understanding is this area is covered by a low density permit with allowable BUA and a reserve of BUA for future allocation. The permit and the plan revision contain a spreadsheet showing allocation for the subdivision and amenity areas. This project entails, demolishing the existing pro shop/restaurant facility and building a new POA clubhouse that will be used as the new pro shop/restaurant/clubhouse (three uses). In addition to the building work the existing parking lot will be removed and a new parking lot will be constructed in the same footprint at an improved geometry to accommodate additional cars. In addition the old tennis court will be demolished except for a basketball sized court to remain. I have accounted for the existing BUA on site and the proposed BUA from this proposed project in the attached spreadsheet. The top portion of the spreadsheet contains the numbers from the permit and the bottom numbers show what I calculated from the field run topographical survey. Based on this compilation the existing BUA on site is 110,389 SF. Based on the permit the existing total is 113,390 SF of BUA. After removing and adding the proposed improvements the total proposed BUA for this portion of Lockwood Folly is 113,582 SF. This is an addition of 192 SF from the permit revision dated 7/29/11 . As per NCDENR instructions I am attaching a completed plan revision application form, 2 sets of plans on this project, and this letter will serve as a narrative for the planned changes. Ms. Scott, Earlier this week I was notified by our POA that construction of a stormwater improvement project was expected to start in the next two weeks. Please see the attached scan which I have marked to show what I believe to be the extent of the project, M-1. My property is Lot 7 , 408 Genoes Point Road SW, and I am thinking about buying Lot 8. I plan to meet with a POA representative this Saturday to learn more about the project. I believe they plan to construct an open swale within a POA owned strip of land along my rear property line. The strip is only 10' wide. In reading the stormwater permit for Lockwood Folly, I see where the side slopes of the swales can be no steeper than 3:1. If you have time, please answer a few questions, so I can be better prepared fro my meeting with the POA on Saturday. Under what conditions can the swales have steeper side slopes? 1 If a swale, of adequate depth, cannot be constructed in the POA strip can the drainage be piped? Mr. Grogan, This email pertains to an existing stormwater management permit that may have been modified recently. Please forward this inquiry to the appropriate person if this is not in your area of responsibility. I live at 408 Genoes Point Road SW in the Lockwood Folly Subdivision, located near Varnum and Supply in Brunswick County. Two days ago I received a notice from our property owner's association (POA) indicating construction of a stormwater improvement project, located immediately adjacent to my property, is scheduled to begin in about 2 weeks. This is the first I have heard of the project.The project does not appear on the master stormwater plan for our subdivision.The master plan was prepared by the engineering firm of HDR. During two phone calls, since receiving the notice, the POA representative for the project has not been overly helpful with details but has agreed to meet with me this weekend. I'm trying to find out what I can prior to that meeting. I have performed on-line research and have found a copy of the above mentioned permit. The permit was issued on September 29, 2008 to Gordon Ackley and Lockwood Folly POA. One of the requirements of the permit is that changes to the defined projects and any additional projects must be submitted to NCDENR for review and approval. The POA approved this project just this last Friday, March 16, 2012. Has this project been submitted to, and approved by, NCDENR?Were engineered plans submitted, and are they available from NCDNER via email? Thank you for any assistance you can provide.
