Dear Mr. Coco:
The Town of Siler City(Town)previously received an Authorization to Construct(ATC) dated August
22,2023 for the 6.0 MGD Wastewater Treatment Plant Improvements(WWTP Improvements)project
designed by McGill Associates. This project includes the completion of a new 2.0 MGD treatment train
and conversion of the existing 4.0 MGD biological process. The project is currently under construction
with an anticipated completion date of March 29,2027. These process improvements will not be in
service in time for the Siler City WWTP to meet its Total Nitrogen(TN) limit in 2025-2026 or comply
with NPDES permit requirements that the 2.0 MGD treatment train be in service by August 31,2024 and
the entire 6.0 MGD improvements project operational by December 31,2024.
As a result,the Town is requesting approval of an Amended ATC to construct a proposed 4.0 MGD
Biological Nutrient Removal Process Upgrade(4.0 MGD BNR Process Upgrade)project that will convert
the biological process to a 4-stage Bardenpho process to improve treatment performance and reliability
until the 6.0 MGD WWTP Improvements project is operational. The proposed 4.0 MGD BNR Process
Upgrade project,designed by Hazen and Sawyer(Hazen),will be constructed by Shook Construction as a
Change Order to the 6.0 MGD WWTP Improvements project. The proposed 4.0 MGD BNR Process
Upgrade project has been designed to not adversely impact the construction of the permanent
improvements and will allow the Town to meet its annual TN limit between 2025 and completion of the
6.0 MGD WWTP Improvements project.
We anticipate completing negotiations and issuing an executed Change Order with DWI concurrence by
December 31, 2024. After procuring supplies and equipment,we anticipate an active three-month
construction period that will be completed by May 30,2025.

As this is an Amendment to the previously issued ATC,we have not included a check made payable to
NC DEQ for$1,000.00 as part of this submittal.
The enclosed process design calculations assume a 5.0 MGD maximum month condition for
conservatism. Estimates of historical monthly average flows between April 2022 and April 2024, future
domestic allocations with 2%annual growth,reserve domestic capacity of 190,000 gallons per day,
unused significant industrial permitted allocations,and committed future industrial allocation for
Wolfspeed through 2027 were all considered for a worst case scenario. In practice,we anticipate monthly
average flows to be at or below 4.0 MGD based on historical usage patterns and Wolfspeed's actual
monthly flow projections.
As this project will be constructed by Change Order to the original 6.0 MGD WWTP Improvements
project,the Supplemental Technical Specifications included in Tab G were prepared by Hazen and reflect
additional requirements that were not addressed in the technical specifications prepared by McGill
Associates. The Contract Documents prepared by McGill Associates will be utilized by the contractor for
contract requirements,general requirements, and any technical elements that are not expressly included in
the Supplemental Technical Specifications provided in Tab G. This arrangement is defined in Hazen's
package.
In accordance with 15A NCAC 02H.0124,multiple components of key process equipment are generally
required for redundancy. Due to the urgent nature and constructability considerations of the proposed
project,fully redundant equipment will not be installed for the following elements:
• Repurposed surface mixers
• Nitrate recycle(NRCY)pumps
• Positive displacement(PD)blowers

To address the intent of the requirement,a shelf spare NRCY pump and surface mixer will be purchased
by the contractor and stored onsite for immediate replacement,if necessary. Construction of the 6.0 MGD
WWTP Improvements project will be occurring onsite during the operational period of the 4.0 MGD
BNR process upgrades. If failure of a NRCY pump or mixer were to occur,the contractor will have onsite
the means necessary to replace the failed piece of equipment.
Two rental PD blowers will be provided for each of two oxidation ditches.Under annual average
operating conditions, only one operational PD blower is required to maintain the design dissolved oxygen
concentration of 2 mg/L. The operation of the second PD blower is only required during maximum month
or peak day conditions. As part of the PD blower rental agreement,regular preventive maintenance and
repairs will be covered and performed by the vendor. In the event of equipment failure,the vendor will be
responsible for providing a replacement rental PD blower.
In addition,the existing SC WWTP does not currently have access to standby power or a redundant
power supply serving the portion of the treatment process that will be modified as part of the proposed 4.0
MGD BNR Process Upgrade project. The 6.0 MGD WWTP Improvements project does include new
standby power,but it will not be available to support the equipment installed as part of the 4.0 MGD BNR
Process Upgrade project due to long lead times for equipment manufacturing and shipping. Hazen
originally planned to source previously used standby power units in the local market to meet the short-
term needs of the 4.0 MGD BNR Process Upgrade project,but recent severe weather events including
Hurricane Helene are expected to limit availability of used units and result in lead times of 50 to 130
weeks for new units. As a result,we would like to discuss the need to meet the requirements of 15A
NCAC 2T .0505(1)for the 4.0 MGD BNR Process Upgrade project.

SECTION 1: INSTRUCTIONS AND INFORMATION
A. The Division of Water Resources will accept this application package for review only if all of the items are provided and the
application is complete.Failure to submit all of the required items will result in the application package being returned as incomplete
per 15A NCAC 02T.0105(b).
B. A check or money order must be submitted in the amount of$1000.00 (except minor modifications) dated within 90 days of
application submittal and made payable to North Carolina Department of Environmental Quality(NCDEQ).
C. Plans and specifications must be prepared in accordance with 15 NCAC 02H. 0100, 15A NCAC 02T, North Carolina General
Statute 133-3,North Carolina General Statute 143-215.1,and Division of Water Resources Minimum Design Criteria for NPDES
Wastewater Treatment Facilities.
D. The plans and specifications submitted must represent a completed final design that is ready to advertise for bid.
E. Any content changes made to this Form ATC 10-23 shall result in the application package being returned.
F. The Applicant shall submit ONE ORIGINAL and ONE DIGITAL COPY (CD) of the application, all supporting documentation
and attachments. All information must be submitted bound or in a 3-ring binder,with a Section tab for each Section, except the
Engineering Plans.

H. If attachments are necessary for clarity or due to space limitations,such attachments are considered part of the application package
and must be numbered to correspond to the item referenced.
I. For any project that requires review under the State Environmental Policy Act(SEPA), an Authorization to Construct cannot be
issued prior to the completion of a State Clearinghouse advertisement period for a FONSI,EIS,etc.unless the project qualifies for
a Determination of Minor Construction Activity or the funding entity specifies that this requirement does not apply.

Provide a brief description of the project: The Siler City WWTP 4 mgd BNR Process Upgrades are required in order to maintain
compliance with the 54,800 lb/year TN limit from 2025 through completion of the 6 mgd expasion.Process upgrades include the
conversion of both oxidation ditches to the 4-stage Bardenpho process. Each oxidation ditch will be converted into a plug flow
operation with baffle walls to form a pre-anoxic,aerobic,post-anoxic,and reaeration zones.The 4-stage Bardenpho process is a
proven technology that allows Siler City to denitrify wastewater and meet TN limits.Process upgrades also include updated
polyaluminum chloride(PACT)dosing pumps and instrumentation and controls to effectively and consistantly meet total
phosphorus limitations.

occuring onsite during the operational period of the BNR Process Upgrades.If failure of a NRCY pump were to occur,the
contractor will have onsite the means necessary to replace the failed piece of equipment. Redundant pumps will be provided
for chemical feed systems.
6. Per 15A NCAC 02T.0505(1),power reliability shall be provided consisting of automatically activated standby power supply
onsite capable of powering all essential treatment units under design conditions,or dual power supply shall be provided per
