Notice of Violation NOV-2024-DV-0393 Permit No. WQCS00146 Pittsboro Collection System Chatham County Dear Ms. Manuel: TELEPHONE 919-777-1118 or 919-777-1122 Victor 1. Czar P.E. Assistant City Manager We are in receipt of the above referenced Notice of Violation, received October I, 2024, which involved an overflow occurring August 8, 2024. The overflow took place during Tropical Storm Debbie and was attributed to Severe Natural Condition. The overflow occurred at Manhole 368 near the water reclamation facility. There are three projects in the area that should help this situation. (1) Wastewater Master Plan Asset Inventory and Assessment, (2) Find It -w Fix It Sewer Rehabilitation Project, (3) Pittsboro Sanford Lift Station and Force Main Project. Docusign Envelope ID: 75870938-63B04D58-97A1-60846687D56C Wastewater Master Plan — Asset Inventory and Assessment This project is funded by a $250,000 grant and is currently underway. Components of the master plan include (1) flow monitoring, ecty inspections and calibration of the sewer model. This will give us information to identify collection system issues that can then be addressed. Find it — Fix It Sewer Rehabilitation Project This project is funded by a $4.45 million Division of Water Infrastructure grant (ARPA). This project will evaluate approximately 23,000 feet of gravity sewer and rehabilitate 11.500 feet. The contractor will start work November 4, 2024, and is expected to be complete by October 30, 2025. Pittsboro / Sanford Lift Station and Force Main Project This project will pump wastewater from the Pittsboro Water Reclamation Facility to the Big Buffalo Wafer Reclamation Facility in Sanford. Upon completion, the Pittsboro facility would process a constant flow and the remaining would be sent to Sanford's plant. The project has been bid and we are working through permitting now. Once we complete these steps, an estimated completion date of the project can be provided. We expect construction to take 24 months.
