These are Dave Bailey's comments. I have addressed all of them except for the in-stream structure. Instead I am going
to suggest we wait and address any future concerns as they happen. This decision was made after speaking with one of
NCDOT's stream design engineers who felt the stream was too large for an in-stream structure.

Thanks for the opportunity to comment on the proposed plan. The Corps agrees with the general approach. My only
comments are as follows:
1) The mats proposed will compress the wetland soil due to the weight of the construction equipment. Please include a
plan to restore the temporary wetland disturbance to account for soil compaction and seeding.
2) Given that armoring the area of stream bank above the temporary crossing cause stream bank erosion downstream of
the armoring, please include a discussion of the likelihood that the streambank downstream of the proposed bank
stabilization will begin to erode following completion. If the erosion issues are likely to migrate downstream, please
include a plan to prevent it, such as through using an in-stream structure to direct stream flow back toward the middle
of the stream.
3) Note that in future requests to install temporary crossings, especially over large stream systems, the Corps will take
into consideration the crossing's ability to pass high flows rather than assuming overtopping to be a regular and benign
occurrence.

Jerry and Kevin,
Thanks for meeting yesterday for U-2525B compliance. Two sites were reviewed by the Corps: the temporary crossing
of N. Buffalo Creek (see March 2015 permit modification), and Mitigation Site 5.
The temporary crossing of N. Buffalo Creek is installed but, based on the number and frequency of overtopping events,
may be undersized. Most concerning is the severe bank erosion on the downstream end of the crossing on the north
stream bank. Due to the proximity of a wetland less than 20 feet from the top of the eroded bank, typical bank
restoration activities such as laying back the slope to a sustainable degree is not practicable. As such, building back the
bank with rock was discussed on-site. Given the apparently rapid rate of bank erosion, please submit a streambank
restoration plan within one week of the date of this email. The plan must include the specific method of bank
restoration, proposed materials, construction method and timing, permanent impacts, temporary impacts required for
construction access, method of preventing bank erosion downstream of the stabilization area, and the method of
ensuring that the proximate wetland area is maintained as a wetland. Once coordinated with the Corps and NCDWR,
follow-up quickly with a permit modification request (may need to come through PDEA?).
Mitigation Site 5 was installed according to permitted plans. The structures were mostly stable, although upstream
sediment loading from outside of the ROW was apparent throughout the reach. It was noted that channel incision had
occurred at the downstream end of the Site from the culvert inlet upstream to the 1st set of cross-veins. The 1' of
stream bed material backfilled during culvert installation had apparently washed out of the culvert, thereby causing a
headcut within the mitigation area. As a way to restore and stabilize the affected area, adding a 1' sill to the culvert inlet
and backfilling 1' of stream bed material between the sill and the 1st set of structures was discussed. The Corps is in
favor of this proposal. As such, please submit the proposal in writing for our review, including the dewatering method
and a proposed time schedule for completion.
