1. First, thank you for forwarding this email to this office for review.
2. Upon review of the changes associated with the temporary work trestles and resultant increase in temporary surface
water/wetland impacts, the Coast Guard has no objection to these changes provided other agencies approve and issue
amended permits, as needed, to document the increase in temporary surface water/wetland impacts.
3. Upon review of the email from Sector North Carolina (LCDR Burrill) and Coast Guard Station Oregon Inlet (BMCS
Hinote), it appears that Sector North Carolina concurs with the proposed barge mooring locations (with the USACE
caveat that it is possible that they may need to be moved, if environmental conditions change) and the proposed
location of private aids to navigation (PATON) (related to the barge mooring system), with the recommendation that the
PATON be charted and lighted. Moreover, LCDR Burrill provided you with contact information for submission of an
application for PATON (Mr. Douglas Simpson, (757) 398-6346, Douglas.C.Simpson@uscg.mil).
4. Please contact me with any questions on the above response and at any time on matters concerning the bridge
construction project as it moves forward. Please provide me (or have the contractor do so) an update on the project
milestones. I'd like to put out a local notice to mariners (LNM) on the overall bridge construction project.

Tracey,
Following our conversation yesterday in regards to the temporary work barge breasting piles and mooring points, I have
completed the PCN and attached it to this email. I also received an approval email from the USCG regarding the
dimensional changes in the work trestle/loading dock. In the email he communicates they have no objection to the
breasting/mooring locations and will differ to the NC Sector to enforce lighting requirements and PATON requirements. I
also attached a copy of that email for your file. Let me know if you need anything else.
