Mrs.Schmidt was present at the time of the inspection.She was unaware of the type of wastewater treatment system installed at the residence. I described the system to her and the permit requirements. 1 I agree with Mr.Schmidt,and the inspection report confirms,that I could not find the effluent pipe. However,that does not absolve them of the requirement to pay the annual fee.As I stated in the inspection report,they should find, and maintain,access to,the effluent pipe.That is his responsibility as the permittee. Note that I did find the chlorination tubes halfway between the house and the stream,so it should not be too difficult to deduce where the outlet pipe,which is likely buried at the steambank, is located. Unless the Schmidts can provide a septic permit from Buncombe County and proof that it was installed, I don't see any reason why we would make the system inactive. Andrew W. Moore, P.G. "Someone from Asheville"visited his home and couldn't find a wastewater outfall, so he doesn't need the CoC any longer. He hasn't paid annual fees in two years. The last inspection on record was done by Andrew Moore in 2014. He told them to do 4 things [see summary in BIMS];they have done 3 of them. Please schedule a site visit and let me know if this one needs to stay active or not. I suspect it does, but Mr.Schmidt does not. Charles H.Weaver Environmental Specialist N.C.
