David and Sue
Thank you both for the follow up emails
Sue —you are correct about the mistake on the previous figures I emailed on 2/2 (i.e., incorrect County and buffer
depiction), appended are corrected figures to replace the previous versions of 4_impactsrev and 5_impactsrev. As shown
in the figures, we have recalculated the buffer impacts and will notify the local municipality and apply for the
compensatory mitigation for the portion that is not exempt.
Regarding impacts to the eastern portion of Stream 1 (i.e., parallel section), Williams does not intend to impact that
section of stream, unless necessary due to the tight construction space. The engineer explained that if during construction
it is determined that work in the portion of stream is necessary, the contractor would pump around and work in the dry
for approximately one work day. Re-establishing the bank would include bank matting and vegetation (armoring is not
expected), thus a temporary impact.

Impact Justification and Mitigation
1.
Avoidance and Minimization
1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project.
As proposed, the project will not result in permanent changes in pre -construction elevation contours or affect dimension, pattern or profile of affected
streams. Cleared areas are proposed to be restored in accordance with the attached Restoration Plan (Appendix IV) following completion of the work.
1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Construction activities will be limited to 80 -feet through the wetland and stream areas (which are currently maintained), within the 100 -foot existing
ROW, and is the minimum amount necessary to facilitate access for pipeline replacement construction in these areas.
