The Division of Energy, Mineral and Land Resources received and accepted a State Stormwater Management
Permit Application for the subject project on February 16, 2024, and requested additional information on May
15th, 2024. A review of the file and delivery logs indicates that, as of this date,the information requested on May
15th, 2024, has not been received in this Office within the stipulated timeframe. Per the requirements of Title
15A NCAC 02H .1042(3)(a)(ii)of the Stormwater Management Rules,this Office is hereby returning the subject
application as incomplete.The application fee has been forfeited and a new fee will need to be provided if you
choose to resubmit this application in the future.

I received a voicemail regarding submitting a response to a request for additional information on this project on
10/24/2024. Per the correspondence below,additional information was requested on May 15th, 2024.Thirty
calendar days were allotted for response,and no additional information was received before June 14th, 2024.As
a result,the project was considered incomplete on June 14th, 2024.
Per Division policy and the requirements of Title 15A NCAC 02H .1042(3)(a)(ii)of the Stormwater Management
Rules,the Application was considered incomplete,and will be returned.The application fee has been forfeited
and new fee will need to be provided if you wish to resubmit this Application.

it). Please upload all documents that you mailed into our office through the link provided below. Be sure to choose the

IMPORTANT NOTE: Please ensure that each file is uploaded under its appropriate file type. Additional file types can be
entered into the electronic form by clicking on the "Add Another Post-Construction File Upload" link directly below the
"State Stormwater Information Uploads" section of the form. YOU MUST CLICK ON THE"ADD ANOTHER POST-
CONSTRUCTION FILE UPLOAD"TO ADD ADDITIONAL FILE TYPES TO THE SUBMISSION. Merely changing the file type
dropdown as you upload the various files (without adding additional file uploads)will upload all of the files as the last

Thanks for the quick response Kaitlin. I will check on the various items you listed below. As for the EZ Supplement
"Drainage"file the download would not allow me to fill it in. When I tried to fill in the information the form gave me a
message that it was "locked", which is the problem I had before so I figured this sheet was not needed.

We received your application for a new post-construction stormwater permit on 2/6//24. At this time, the submission is
not administratively complete and cannot be accepted for review in its current condition. Please provide the following
submittal items by close of business on 2/16/24 so that we may accept the project and begin the review process,
otherwise, the project will be returned as administratively incomplete.
• 1x hard copy of a soils map. We overlaid the soils map onto the existing conditions plan like we provide nearly all
plans submitted to Municipalities. I also have a soils map in the report that was taken/printed directly from
NRCS The soils overlay is now shown in the existing conditions plan.This layer may not have been included when
printed?There additionally is no soils map provided in the submittal information report.
• 1x hard copy of the complete, original signed Supplement-EZ Form (This item is required per Sections V&VI, 3
of the Application).This form can be found on our website at the following
address: https://deg.nc.gov/about/divisions/energy-mineral-and-land-resources/stormwater/stormwater-
program/stormwater-design. Please note that a complete Supplement-EZ form will have 3 or more pages and
uses macros to generate the relevant sheets based on the information entered into the cover page. Only the
cover page was provided. Please provide the relevant sheets to your project by generating them with macros.
Not sure what additional sheets would be needed.This is a Low Density so no SCM's are needed so with "0"
being in the EZ Cover/SCM column no additional info would be needed.....1 think.What are on the relevant
sheets if a SCM is not needed?There is a low density selection when giving information for the drainage
areas.This is still needed. (Does not need to be resigned,just the additional pages filled out and submitted).
• 1x original, signed & notarized hard copy of the O&M Agreement Form (This item is required per 15A NCAC 02H
.1042(2)(j) and per Sections V &VI, 3 of the Application).This form can be found on our website at the following
address: https://deg.nc.gov/about/divisions/energy-mineral-and-land-resources/stormwater/stormwater-
program/stormwater-design. Please note that a complete O&M Agreement Form will have 2 or more pages and
uses macros to generate the relevant sheets based on the information entered into the cover page. NOTE: It is
recommended to get a second copy of this form signed & notarized for the Applicant's records (it will be helpful

• 2x signed &sealed hard copies of a plan sheet showing the following corrected additions:
• Details of roads, sidewalks, drainage features, piped collection systems, and the proposed stormwater
controls.This item is required per Section VI 81 of the application. No sidewalks but all this info was on
the plans. See sheets C1.2 for the road x-section, C3.1 and C3.2 for the grading and drainage plan and
C4.1-C4.7 for road profiles and storm pipe crossings. No controls are needs except for storm pipe
velocity dissipator pads which we show the dimensions and calcs.This is a low density subdivision These
pages were not included with the submittal. I only have pages C0.1, C0.2, C1.1, C3.1, C3.2, DAS,
DA6.Please provide C1.2 and C.4.1-C4.7.
NOTE:This is an administrative completeness review, not a detailed engineering review, there may be other issues that
may be brough up during the engineering review.
If these items are received within the stipulated timeframe, we can accept the project and begin the review process.
Once accepted, reviews under the standard permitting process can take up to 90 calendar days per statute (one of our
two reviewer positions is currently vacant).

Good afternoon Kaitlin. I was aware of the date. With the unfortunate elimination of the Fast Track it pretty much
requires us to design the entire project of every component in order to provide your Dept. of the detail that a regular
submittal requires vs the Fast Track. We spent some extra time trying to perfect the design rather than throwing some
drawings and numbers together and submitting. Usually there will be some comments but I hope that the plans we have
produced will shorten your review and the number of review cycles. I proofed a final set of complete plans this AM and
my tech is making those red line revisions now. I hope to send out tomorrow.

We received your application for a new post-construction stormwater permit on 1/9/24. At this time, the submission is

• Please be aware that, effective October 1, 2023, the Fast-Track permitting option has been eliminated (The Fast-
Track option is still available for those projects that have filed their Fast-Track application on or before the
effective date). For this project, you will need to apply for post-construction stormwater coverage through the
Standard permitting option.

NOTE: I am still waiting on your plan sheets from Phase 1 to be brought to my office from the regional office in

Once accepted, reviews under the standard permitting process can take up to 90 calendar days per statute (one of our
two reviewer positions is currently vacant).
