Date. Dear Ms. Thedford: February 9, 2016 On behalf of Brenntag Mid-South, Inc. (Brenntag), Arcadis G&M of North Carolina, Contact Inc. (Arcadis) has enclosed one original and two copies of the National Pollutant Jim Shilliday Discharge Elimination System (NPDES) permit renewal application for the continued Phone discharge of effluent from a groundwater remediation system at the Brenntag facility 819.854.1282 (former Southchem facility) in Durham, North Carolina (NPDES Permit NC0086827). Treated groundwater from the remediation system is discharged to an on-site storm Emai� sewer that, in turn, discharges to a drainage ditch located along the southern Jim.Shilliday@arcadis.com boundary of the site. This drainage ditch conveys surface water to an unnamed tributary of Third Fork Creek. No changes have been implemented to the Our ref groundwater remediation system since issuance of the previous NPDES Permit on NC000368.0025 September 1, 2011. Table 1 presents a summary of the treatment system effluent results for the last two years of system operation (January 2014 through December 2015). Based on the treatment system effluent results for the last two years, it appears that some of the currently required analytical parameters have either not been detected for the past two years or detected at very low concentrations below applicable surface water standards. A review of Table 1 indicates that two of the sampling parameters (oil & grease and iron) have not been detected at all during this two year period. Additionally, zinc has only been detected once, and the detection was at 0.026 milligrams per liter(mg/L)which is just above the detection limit of 0.020 mg/L. Also, bis(2-ethylhexyl)phthalate has been detected twice during this two year period with both detections (0.85 and 0.68 micrograms per liter [pg/L])occurring below the surface water standard of 1.2 pg/L. Therefore, Brenntag would like to request the elimination of these analytical parameters (i.e., oil & grease, iron, zinc, and bis(2- ethylhexyl)phthalate)from future permit monitoring requirements. Imagine the result ARCADIS Ms. Wren Thedford February 9, 2016 Please note that sludge is neither generated nor discharged by the groundwater remediation system; therefore, a sludge management plan has not been included with this application. Any solids (e.g. silt, iron and manganese precipitate) generated during the groundwater extraction and/or treatment processes are filtered from the treatment stream using bag filters and granular activated carbon units. The treated effluent is sampled on a monthly basis for total suspended solids in accordance with the monitoring requirements for the site. Other items enclosed with this letter in support of the NPDES permit renewal application include the following: • Table 1 —summary of the effluent sampling results for a two year period between January 2014 and December 2015 supporting the requested reduction of sampling parameters discussed in this letter; • Figure 1 - USGS topographic map of the project area that depicts the location of the system outfall; • Figure 2 -site map that depicts the route of the treated water to the discharge point; • Attachment A—a copy of the December 2015 Discharge Monitoring Report which summarizes the most recent analytical data for the system effluent.
