Within 180 days of the effective date of this permit, the Permittee shall have a North Carolina licensed Professional Engineer inspect the reclaimed water generation system, the 36,600 gallon synthetically lined five-day upset pond, and the 109,000 gallon clay lined wet -weather storage pond to determine if these facilities are functioning properly and to assess age related degradation of system components. The Permittee shall submit a summary of the findings of this inspection in report form via the Non -Discharge online portal. The attached letter addresses this item. WWTP Reclaimed Water Generation & Dedicated Utilization System Mooresville, Iredell County, North Carolina To Whom it May Concern: In accordance with Permit No. WO0023580 renewal letter dated November 22, 2023, it was requested that within 180 days of the effective date of the permit, the Permittee shall have a North Carolina licensed Professional Engineer inspect the reclaimed water generation system, the 36,600 gallon synthetically lined five-day upset pond, and the 109,000 gallon clay lined wet -weather storage pond to determine if these facilities are functioning properly and to assess age related degradation of the system components. Mr. Brent Brower, Property Owners Association President, contacted our firm to address this matter. On February 15, 2024, Piedmont Design Associates, PA met with Mr. Brent Brower and Mr. Tim Bannister, previous Operator in Responsible Charge. During the inspection, several items were noted that need to be addressed. These items are listed below: • Vegetation in wet weather storage pond needs to be maintained. Recommend hand removal during growing season or use of a selective herbicide to control growth. Recommend installation of staff gauge in storage impoundment. v+ EI I� ��-vim' - *� �� ✓ -.." �` xk Image 1 • The 5-day upset pond was close to being over freeboard at one end. Recommend getting pumped down and installing a staff gauge in the pond to record depth and note 2 feet of freeboard. Image 2 • There are mature pine trees leaning toward/overhang 5 day upset pond within fenced area. Recommend removal of these trees to prevent falling and possibly causing damage to the pond liner. (See Image 2 Above) • Manage algae growth on top of surface of 5 day upset pond. (See Image 2 Above) • Electrical issues were noted where wires were exposed around the treatment plant. Recommend having a licensed electrician to hardwire all electrical components within conduit, replacing all damaged electrical components and making all temporary connections permanent. Image 3 • Clean and maintain ultrasonic flow meter weir trough. Algae growth and leaf litter were in and around units. Image 4 • Coat all exposed PVC pipe with a UV resistant paint or wrap with an opaque material to prevent any further degradation to infrastructure. (See image 4 above) • Protective coating on treatment plant and piping appeared to be degrading due to exposure to elements. Some exposed metal piping had cracks (Image 9). Recommended recoating with UV resistant coating and/or replacing as necessary. Image 5 �Zli .1'11� Image 9 At time of the inspection, the WWTP was in operation and was unable to inspect the state of the vessel material located below the liquid level. The vessels are buried therefore the outside of the units were not inspected. In summary, based on our inspection and input from the ORC, the facilities are functioning properly and many of the system components still have some useful life. It is also our understanding that there are NOVs for this plant and if any components are causing NOVs, action by the Owner needs to take place immediately. Not all components were able to be visibly inspected due to the plant being in operation. It is of our professional opinion the Owner needs to begin considering options to repair and/or replace the noted portions of or all of the components of the wastewater treatment system immediately and action taken within the next 24 months.
