D Q/DWR 'i�AAR 2024 Non -Discharge Subject: 2023 Annual Report p'ermitti®g Unit The University of North Carolina at Chapel Hill — Bingham Facility Orange County, North Carolina Permit No. WQ0023896 Dear Sir or Madam: In accordance with the requirements of the subject permit, as specified in condition IV.14, please find below an annual report summarizing the performance of the wastewater treatment plant (WWTP) and drip irrigation system at The University of North Carolina at Chapel Hill's Bingham Facility. An electronic copy of this report has also been sent to Michael Hall of the North Carolina Department of Environmental Quality (NC DEQ), Division of Water Resources, Raleigh Regional Office. Summary Description of Wastewater Treatment System The wastewater treatment system provides secondary treatment for a permitted capacity of 3,556 gallons per day (GPD) of domestic wastewater generated from the three existing animal care buildings at the Bingham Facility. Wastewater is conveyed to the AdvanTex secondary wastewater treatment system via a gravity sewer collection system. The AdvanTex secondary wastewater treatment system consists of an 8,000 gallon domestic wastewater septic tank, a 20 gallons per minute (GPM) septic tank effluent pump station, and a 4,000 gallon AdvanTex recirculation tank with two 55 GPM pumps to recirculate wastewater through the two AdvanTex textile media wastewater treatment filter pods. Treated effluent from the AdvanTex system flows through a chlorine contact tank with sodium hypochlorite injection for disinfection, an ultrasonic flow monitoring system, and a duplex 80 GPM secondary effluent pump station to pump treated wastewater to the 1,122,440 gallon clay -lined wet weather storage basin. A 75,843 gallon clay - lined effluent storage basin is provided at the effluent pump station for secondary storage of effluent. The wet weather storage basin includes a duplex 150 GPM irrigation pump station to convey treated effluent to one of four drip irrigation zones for tertiary treatment in the soils via uptake by the grass, trees, and shrubs in the drip irrigation fields and dispersal into the surficial aquifer. UNC Bingham Facility Wastewater Treatment Plant 2023 Annual Report Page 2 Permit Item IV.14.a. — Permit Limits and Exceedances WWTP Effluent Table 1 lists WWTP effluent limits established by the permit and the number of exceedances identified in 2023. Details of the malfunction were reported to DEQ. With approval of DEQ, pump and haul operations were initiated on October 11, 2022 and continued until March 20, 2023. Normal operations of the system restarted on March 21, 2023. There is no evidence that partially treated wastewater reached surface waters. Surface Water Monitoring Analytical results of the two surface water sampling events in 2023 are included as Exhibit 1. The NC DEQ permit for the facility does not specify limits for the parameters measured; therefore, no exceedances were identified in 2023. Surface water quality standards are established in 15A NCAC 2B (2B), and no exceedances of the 2B standards were identified in 2023. Groundwater quality limits established by the NC DEQ permit for the facility, groundwater quality standards established by 15A NCAC 2L, and exceedances identified in 2023 are shown in Tables 3 and 4. Additionally, monitoring wells MW-3 and MW-4 have had groundwater quality exceedances for coliform since the wells were first sampled in 2014, and it is unlikely that the exceedances are attributed to drip irrigation at the facility. Lastly, MW-1 and MW-4 are located upgradient of the irrigation fields. Permit Item IV.14.b. — Irrigation Meter Calibration Irrigation meter calibration at the facility was conducted on August 7, 2023 and documentation is included in Exhibit 3. Permit Item IV.14.c. — Residuals No residuals were generated in 2023. Permit Item IV.14.d. — Soil Analysis Attached as Exhibit 4 is a copy of the soil fertility analysis of representative soil samples taken from the four drip irrigation fields in 2023. UNC Bingham Facility Wastewater Treatment Plant 2023 Annual Report Page 5 Permit Item IV.14.e.- Priority Pollutant Analysis Analytical results from a priority pollutant analysis of a sample from the wet weather storage basin, collected on December 8, 2023, are included as Exhibit 5. The priority pollutant analyses identified low concentrations of copper, total kjeldahl nitrogen, bromodichloromethane, chloroform, hardness, total dissolved solids, total phosphorus, nitrite, and nitrate.
