Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. Best management practices will be used for erosion control measures during the construction of the line across wetlands and streams. Additionally, the use of horizontal directional drilling (HDD) will be used to avoid impacts at 3 streams. The HDD designs are included at the end of the plan set. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Wood mats will be used for temporary equipment crossings of streams. Silt fence and compost socks will be used along the project. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a.
