City of Lumberton Sludge Site

Dear Mr. Spaulding:
. On Tuesday February 27, 1990, Mr. Grady Dobson, Environmental Engineer,
Fayetteville Regional Office, investigated your complaint concerning odor from
the land application of sludge on a hay field near your home (SR 1157, Henry
Berry Road). Mr. Howard Revels, Sewage Treatment Plant Supervisor, City of
Lumberton, was contacted regarding this matter. Mr. Revels indicates that the
sludge was applied to the area during December 1989 and January 1990. The
field is part of the City of Lumberton's Land Application of Sludge program
(Permit No. 15218). Mr. Revels provided Mr. Dobson with required records of
the subject sludge application. The records revealed that the sludge
application was in accordance with all permit conditions. On the day of our
inspection no odor was evident.
Mr. Revels indicated that the City of Lumberton will take the necessary
steps to eliminate future similar occurrences at this site.
Based on our investigation, it is our opinion that the odor was caused by
recent warm and wet weather conditions in conjunction with the sludge
application. The odorous situation you experienced appears to be over,
however, the City of Lumberton has agreed to take immediate action to
eliminate the odor should it happen in the future.
