H&H is submitting this revised NPDES permit renewal application package on behalf of CLT (also herein referred to as the Permit Applicant). Authorization for H&H to act as CLT's representative to submit this NPDES permit renewal application is included in Attachment A. Additionally, as indicated on EPA Form 3510-2F, Section 5, the Permit Applicant re -certifies annually that the storm water outfalls have been visually evaluated for the presence of non -storm water discharges. This certification is signed in accordance with the requirements found in Part III, Standard Conditions, Section B, Paragraph 3 of NPDES Permit NCO083887 and recorded in the Permit Applicant's Storm Water Pollution Prevention Plan. Previous NPDES Permit Renewal Application Submittal On June 14, 2024, CLT previously submitted a NPDES Permit Application package to the North Carolina Department of Environmental Quality (NCDEQ) for the renewal of their individual NPDES Permit NC0083887. In response to this submittal, NCDEQ's, Division of Water Resources (DWR), Industrial NPDES Permitting Unit (IPU) responded to CLT with requests for additional information in letters dated July 26, 2024 and August 12, 2024. In their August 12, 2024 letter, the IPU requested that CLT provide additional or revised information to address their comments and/or questions concerning the previously submitted application and noted that this request replaces their previous request for additional information letter dated July 26, 2024. Responses to IPU's August 12, 2024 permit application comments and/or questions are provided in the section below. Responses to Request for Additional Information (NCDEQ Letter dated August 12, 2024) For ease of reference, the original comments and/or questions are provided in italicized font below, with our response following each comment. Comment 1 De -Icing Activities: According to the submitted 2020-2024 De -Icing Reports, urea is no longer being purchased for the facility and the facility used the remaining urea stockpile during the 2021- 2022 winter season. When did the facility stop purchasing urea and replace it with propylene glycol as the plane de-icer and start utilizing potassium acetate (solid) and sodium formate (liquid) as pavement de-icer? Additionally, according to the ADI sent by the Division on October 6, 2023, a list of affected outfalls from Airfield Pavement Deicing and a drainage map of the facility showing the affected outfalls was requested. The maps submitted as part of the revised application submitted on June 14, 2024, are difficult to read and do not indicate drainage area for each outfall. Please provide the list and maps as requested. b. FYI, applicants should develop maps that meet NCDEQ specifications: Maps to include: (1) Aerial / Site location map; (2) Overall facility design map (e.g., SWMU, Treatment lagoons, treatment facilities, operations, parking, closed facilities, known contaminated areas on site, etc) with total acreage by site feature. (3) Water Treatment / Quality Map: (a) location of outfall(s) (latitude and longitude) with a key reflecting total flow by contributing source(s); (b) sampling and monitoring location(s) (latitude and longitude); (c) Map scale (e.g. I " = 500' or ); (d) Distance in feet from outfall(s) (latitude and longitude) to sampling location(s); (e) Upstream and downstream monitoring locations (latitude and longitude); (f) Groundwater monitoring well location(s) (latitude and longitude). (g) Waterbody name, classification, TMDL status, etcetera; (h) major roads; (i) etc. Include a stormwater outfall map with discharge and monitoring locations so that the record has a comprehensive overview. Include a key of applicable ELG's by category. Response: The Airport formerly used urea as a pavement deicer. CLT purchased no urea once the 2017-2018 winter season ended. Approximately 26,000 pounds were used that winter and plans to deplete the stockpile included the use of 11,300 pounds the following winter season (2018-2019) and a similar amount during the 2021-2022 season. All urea was reported to have been used and none has been used since. Urea was replaced with sodium formate (solid) and potassium acetate (liquid). These materials have been used on all pavement types (airfields, parking lots, sidewalks, terminal aprons) since 2017 or earlier. For aircraft de-icing, only liquid propylene glycol has been in use at CLT for the past 20 years. Updated figures are provided with this application. These figures should provide the information requested by comments la and lb. Comment 2 Water Flow Diagram: Please update the water flow diagram based on the following comments. a. According to Section 3.1 of Form 2C, the average flow is 0.058 MGD, however, that is the max daily flow reported in the 2020-2023 data submitted as part of the application. Based on the same data set, the average daily flow appears to be 0.014 MGD. i. Additionally, the submitted water flow diagram states that the discharge flow is 4,600 GPD (0.0046 MGD). Please verify the actual discharge flow and update the diagram accordingly. ii. According to Section 2.1 of Form 2C, a water balance is to be included in the water flow diagram submitted with NPDES application. The water flow diagram does not show a water balance and is therefore insufficient. Please update and be sure to include the storage capacity of the Fuel Farm Stormwater Holding Pond. According to the February 2, 2022 compliance inspection report, the treatment system includes an oil water separator, settling pond, pump system, particulate filter (10 micron), in -line flow totalizer, natural media filtration tank, and two GAC tanks operated in series. Please verify and include these details in the diagram as well. Response: An updated water flow diagram for Outfall 001 is provided as Figure 5. Based on previous data, the estimated maximum discharge flow rate expected over the next 5 years is 0.07 MGD (which is 120% of the maximum flow measured during 2020-2023). Comment 3 Fuel Farm Stormwater Holding Pond: Please submit a detailed map of the pond that includes the location coordinates within the tank farm, nearby buildings, secondary containment areas, flow direction, effluent conveyance (underground pipes/overland flow), location of influent/effluent points within the pond, and the location of Outfall 001. Be sure to include pond liner details (type, date of installation, any repairs made), dimensions of the pond, and volume calculations. Response: The requested map and information are provided in Figure 4. In June 2018, the storm water pond was re -lined with a 60-mil GSE high -density polyethylene (HDPE) GSE high -density (HD) textured geomembrane installed over the existing membrane. At 1 ft freeboard, the storm water pond capacity is 110,000 gallons, surface area is 5,000 cubic feet (ft), and the maximum depth is 12 ft (all approximate). Comment 4 Form 1: Based on our meeting on August 9, 2024, there is a Certificate of Coverage (COC) under General Permit NCG510000 for Outfalls 002 and 003. Section 6.1 needs to include all environmental permits issued for the facility, please add the COC number and all other environmental permits issued to CDIA. Response: COC NCG510556 issued under General Permit NCG510000 and Mecklenburg County Subsurface Investigation Permit (SIP) numbers associated with the CLT facility have been added to Form 1, Section 6.1. In accordance with COC NCG510556, treated groundwater is discharged from two dual phase extraction (DPE) systems which are identified as DPE# 1 and DPE#2 in Figure 1. The DPE systems are being operated to recover subsurface light non -aqueous phase liquid (LNAPL) attributable to a historical release of jet fuel from the AST system located at the CLT Wilson Air Center General Aviation Fuel Farm which extends from the fuel farm to an unnamed tributary of Taggart Creek https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/Charlotte Douglas International Airport- haft L: h i e k m a n CDA/CDA-100s/CDA-105 NPDES Permit App/Revised Application/NPDES Permit App Package Covltr.docx SMARTER ENVIRONMENTAL SOLUTIONS Ms. Elaine Wild NPDES Permit Renewal Application Package October 22, 2024 Page 5 (near Outfall 003). The DPE systems remove liquid from 18 recovery wells, separate and contain LNAPL from the liquid (for off -site disposal), and treat groundwater (via bag, zeolite, and granular activated carbon filtration) which is separated from the LNAPL before discharge of the treated groundwater. DPE# 1 discharges treated groundwater to a storm water retention basin which drains to a storm line operated by the City of Charlotte, and the storm line discharges to a retention basin which discharges through Outfall 003 immediately upstream (west) of Airport Drive to an unnamed tributary of Taggart Creek. DPE#2 discharges treated groundwater to the same unnamed tributary of Taggart Creek at a point immediately downstream (east) of Airport Drive (and, Outfall 003). An aerial map of the Outfall 003 and DPE Systems Area is provided as Figure 6 and a DPE#1 water flow line drawing is provided as Figure 7. COC NCG510556 does not associate the DPE#1 or DPE#2 discharge points with Outfall 002. Outfall 002 is located in Coffey Creek greater than one mile to the southwest of the DPE discharge points. Outfall 002 is not associated with COC NCG510556 and is not hydraulically connected to surface water which receives treated groundwater discharge from the DPE systems described above. Comment 5 Form 2C: Based on our meeting on August 9, 2024, Outfalls 002 and 003 will be classified as industrial wastewater outfalls due to the ongoing petroleum -based groundwater remediation activities. Please revise Form 2C and be sure to provide all relevant information for Outfalls 001, 002, 003, and 004 including all data sampled for these outfalls. a. Note that Outfall 004 to be included in Form 2C since it is the upstream background monitoring point for Outfall 002. Response: As discussed in the response to Comment 5 above, Outfall 003 is located in the general area of ongoing petroleum -based groundwater remediation activities and treated groundwater from DPE#1 is discharged to the storm conveyance structure which discharge through Outfall 003. Therefore, Outfall 003 has been included in Form 2C (due to it discharging process wastewater). There are no ongoing or planned petroleum -based groundwater remediation activities upstream of Outfall 002 which will discharge treated/untreated wastewater to storm water or Coffey Creek. Petroleum seepage from the bank of Coffey Creek was identified in December 2018 approximately 4,000 ft upstream of Outfall 002. The seepage is associated with a 1995 release from a former jet fuel defueling/refueling system previously operated by U.S. Airways, Inc. at the former U.S. Airways Maintenance Hangar located at 5020 Hangar Road (NCDEQ UST Section Incident No. 14908). Since the discovery of the seep, absorbent booms have been maintained in the creek downstream of the seep, and surface water samples have frequently been collected immediately downstream of the booms for laboratory analysis of volatile organic compounds (VOCs) and semi- VOCs (SVOCs). Results of analysis of the surface water samples have indicated no detectable concentrations of analyzed constituents (including during the most recent event completed during June 2024), or very low concentrations (the majority of which have been estimated values above https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/Charlotte Douglas International Airport- hart : h i c k m a n CDA/CDA-100s/CDA-105 NPDES Permit App/Revised Application/NPDES Permit App Package Covltr.docx SMARTER ENVIRONMENTAL SOLUTIONS Ms. Elaine Wild NPDES Permit Renewal Application Package October 22, 2024 Page 6 the laboratory detection limit and below the laboratory reporting limit) during each sampling event. Based on the volatile nature of the compounds, the low compound concentrations that have periodically been detected in the surface water samples, and the distance between the petroleum seep and Outfall 002, it is unlikely that detectable concentrations of compounds associated with the seep reach Outfall 002. Results of the surface water samples have been documented in reports submitted to DEQ. Installation of an in -situ hydraulic cut-off (or impermeable) barrier wall and four upgradient LNAPL recovery wells are planned to be constructed in 2025 as a remedial measure to mitigate the seep. Recovered LNAPL manually extracted from the upgradient recovery wells will be placed in a double -walled steel AST before off -site disposal. No discharge of treated groundwater to Coffee Creek is anticipated as part of the proposed remedy to address this release incident. Outfall 002 does/will not discharge process wastewater and is therefore included in Form 2F and not in Form 2C. Outfall 004 is located approximately 2.5 miles upstream of Outfall 002, and there is no discharge of treated/untreated wastewater to storm water which discharges through Outfall 004. Therefore, Outfall 004 is included in Form 2F and not in Form 2C. Comments 6 through 9 Response: These four comments identify EPA Form and Table completion omissions and data entry errors which have been addressed/corrected in the revised application. Comment 10 Form 2F, Summary Discharge Monitoring Reports: According to the 2023 analytical reports for all outfalls, there are collection dates for November 21st and December IOth, but it is unclear what date the parameter samples were collected. Please clarify what dates the outfall data was taken and ensure that the correct date is entered for all future data collected. Response: Flow data and analytical samples were collected on November 21, 2023 and December 10, 2023; however, the MBAS analytical results for the November 21, 2023 samples collected were not valid. MBAS data reported is from samples collected on December 10, 2023. This notation is clarified in the data summary sheets submitted with the revised application. Comment 11 According to documentation, stormwater runoff goes through a retention pond at Outfall 003. Please verify and provide details regarding this pond including lining details (type, date of installation, any repairs made), dimensions, and storage capacity. a. If there are other ponds on site, please provide a list of the ponds and their details, as described above. Response: As discussed in the response to Comment 4, treated groundwater is discharged under COC NCG510556 from two DPE systems which are identified as DPE#1 and DPE#2 in Figure 6. As shown in the figure, DPE# 1 and DPE#2 are located in the area of Outfall 003. DPE#2 discharges treated groundwater to the same unnamed tributary of Taggart Creek at a point immediately downstream (east) of Airport Drive (and, Outfall 003). These two retention ponds are not components of the groundwater remediation process. COC NCG510556 does not associate the DPE discharge points with Outfall 003. Per the attached summary list of storm water control measures (SCMs), storm water at Outfall 003 is collected within a detention basin known as "FBO Basin." The details of the FBO Detention Basin are included in Attachment E. It should be noted that the submitted information list is most relative to (and was created for) the Airport's overall effort to review its Storm Water Fee Credit Structure with the local Charlotte Mecklenburg Storm Water Services, in 2021. The FBO basin submittal provides some pertinent information such as basin dimensions, structure summary, survey information, and hydrological characteristics, and it provides data on construction and performance modeling. Outfall 003 detention Basin is an earthen -bottom basin and it does not utilize any liner. While there is a large inventory of ponds situated within and around CLT Airport, the vast majority of these ponds are for detention purposes and maintain base dry conditions except in times of significant precipitation. Except for Danga Lake, KWest, and the fuel farm basin (Outfall 001), none of the ponds have been constructed to hold water for a period greater than 48 hours. Additionally, except for Outfall 001, no pond at CLT has been constructed with a liner or in such a manner as to contain water or chemically treat water. Comment 12 According to the 2022 inspection report, booms were present at Outfalls 002 and 003 due to petroleum remediation activities. a. Based on our meeting on August 9, 2024, Outfalls 002 and 003 will be classified as industrial wastewater outfalls due to the ongoing petroleum -based groundwater remediation activities. Please provide the following information: i. Any and all relevant environmental permit numbers. ii. Detailed description of the petroleum contamination events. iii. Current and proposed treatment units at each outfall. iv. All analytical data between July 2019 through July 2024 for Outfalls 002, 003, 004, and any other outfall affected by the contamination. Response: Please refer to the responses to Comments 4 and 5. There are no current or planned treatment units for addressing water quality at Outfalls 002 or 003. The DPE groundwater treatment systems in the area of Outfall 003 are operated under COC NCG510556 and are not associated with Outfall 003. Analytical data for Outfalls 002, 003, and 004 are summarized in the revised application. Comment 13 Figure I — Site Location Map submitted on June 14, 2024, indicates that there are 26 outfalls at CDIA. Due to changes in wastewater types at Outfalls 002 and 003 and, based on our discussion on August 8, 2024, three (3) of the outfalls listed are managed by the Air National Guard (ANG, Taggart Creek, and T-Hangar). Please verify the representative areas and wastewater types for each outfall listed in the table below. Response: Refer to Figure 2. As indicated in the figure, there are 25 outfalls at CLT. Outfall Q has been eliminated as part of the CLT Airport Expansion and the Coffee Creek realignment project (USACE Action ID No. SAW-2018-01071 dated August 21, 2020). Comment 14 Please verify the receiving waterbody and location coordinates for Outfall 004 (instream background monitoring point). According to the application submittal, the receiving waterbody for Outfall 004 is Coffee Creek and the coordinates are Latitude 35013'55"N, Longitude 80056'13W (35.231944,-80.936944). However, those coordinates are not located at the headwaters of Coffey Creek but at an unnamed tributary to Taggart Creek, which is upstream of Outfall 003 and discharges to Taggart Creek. According to USGS Streamstats, the approximate location for the headwaters of Coffey Creek appears to be Latitude 3501314611N, Longitude 80°56'27"W (35.229444,-80.940833). This appears to be a more appropriate monitoring location for Outfall 004 if the instream background monitoring location is supposed to be for Coffee Creek. a. Note: The confluence of Taggart Creek and Coffey Creek is at Latitude 350 7' 55.1994"N, Longitude 80' 55' 15.6"W (35.131944,-80.921111), which is approximately 4.75 and 5.22 miles downstream of Outfalls 002 and 003, respectively, and approximately 7 miles downstream of Outfall 004. Response: The correct coordinates for Outfall 004 are Latitude 35°13'55"N, Longitude 80°56' 16"W. Based on field observations of flow, the receiving waterbody for Outfall 004 is Coffey Creek (although a review of certain topographic maps indicates that surface water from Outfall 004 might flow to an unnamed tributary of Taggart Creek).
