Marine Corps Air Station (MCAS) Cherry Point submits the enclosed documents in accordance
with provisions of the North Carolina Clean Water Act of 1999 and North Carolina General Statute
143-215.1C. Enclosures (1) through (6) are the 2023 System Annual Performance Report for
Permits: WQ0004240, WQ0005233, WQ0007217, WQ0012821, WQCS00067 and NC0003816.
The original and two (2) copies are provided.
A news brief announcing the availability of the report for our wastewater customers will be
released to the MCAS Cherry Point community no later than March 1, 2024.

MCALF Bogue: 6,570,000 gallons per year (over a 12-month consecutive period) wastewater
treatment and spray irrigation with a either 60 inch or 75.34 inch per year (over a 12-month period)
loading application limit on the three fields.
II. Performance
Text Summary of System Performance for Calendar Year (CY) 2023:
MCALF Bogue operated within permit conditions throughout CY 2023. The facility treated a 12-
month flow total of 1,653,780 gallons and applied a total of 3,194,800 gallons to surface application
through spray irrigation at a 12-month loading total of 29.40 inches on both field 1 and field 2. Field
3 was not used in CY2023.
The facility was last evaluated for compliance on September 27, 2023, and found to be compliant.
List (by month) any violations permit conditions or other environmental regulations. Monthly lists
should include discussion of any environmental impacts and corrective measures taken to address
violations.
No violations of the permit were reported or received during CY 2023.
III. Notification

limit for fields 1 and 2 and 74.81 on field 3.
II. Performance
Text Summary of System Performance for Calendar Year (CY) 2023:
MCOLF Atlantic operated within permit conditions throughout CY 2023. The facility treated a total
measured influent of 371,460 gallons and applied a total of 1,628,000 gallons to surface application
through spray irrigation at a 12-month loading total of 36.58 inches on field 1 and 36.57 inches on
field 2 and 24.38 inches on field 3.
The facility was last evaluated for compliance on August 18, 2017, and found to be compliant.
List (by month) any violations permit conditions or other environmental regulations. Monthly lists
should include discussion of any environmental impacts and corrective measures taken to address
violations.
No violations of the permit were reported or received during CY 2023.

Piney Island (BT-11): 1,750 Gallons per Day (GPD) wastewater treatment and spray irrigation with
a 45.6 inch per year (over a 12-month period) loading application limit.
II. Performance
Text Summary of System Performance for Calendar Year (CY) 2023:
Piney Island (BT-11) operated within permit conditions throughout CY 2023 except as noted below.
The facility treated a total measured influent of 109,500 gallons and applied a total of 111,500
gallons to surface application through spray irrigation at a 12-month loading total of 2.85 inches.
The facility was last evaluated for compliance on August 18, 2017 and found to be compliant.
The irrigation fields are considered non -compliant based on a field assessment performed on 6
December 2012. A future project is underway to relocate the Range Operations Control Center
which will reduce the staffing levels and wastewater generation at Piney Island.

2023 Performance Annual Report
I. General Information

Description of Collection System or Treatment Process:
3.5 million gallons per day (MGD) tertiary wastewater treatment plant consisting of Biological
Nutrient Removal, secondary clarification, mechanical disk filtration, and UV disinfection with
discharge to the Neuse River, which is classified Class SB-SW NSW in the Neuse River Basin.
II. Performance
Text Summary of System Performance for Calendar Year (CY) 2023:
The facility reported a total measured effluent of 643 million gallons and a total nitrogen discharge
of 21,608 pounds for CY 2023.
The facility was last evaluated for compliance on August 02, 2022 and found to be compliant.
List (by month) any violations of permit conditions or other environmental regulations. Monthly
lists should include discussion of any environmental impacts and corrective measures taken to
address violations.
A Notice of Violation (NOV) was issued on May 11, 2023 from North Carolina Division of
Water Resources for exceeding the daily maximum limit established in the permit for
Enterococci and Biological Oxygen Demand (BOD) on March 8, 2023, Ammonia on March
9, 2023, for not reaching the daily minimum limit for pH on March 24 and 27, 2023, and for
exceeding the quarterly average for Total Phosphorus on March 31, 2023.
These limit violations were caused when approximately 2200 gallons of a paint stripper
(Cee-Bee A-477) was accidentally released to the Industrial Wastewater Treatment Plant
(IWTP) from Fleet Readiness Center East (FRCEast). As soon as the release was noticed by
IWTP staff, the influent was diverted to the off-line equalization tank where it mixed with
approximately 150,000 gallons of wastewater awaiting treatment, but not before an unknown

amount passed through to the Wastewater Treatment Facility (WWTP). This led to the daily
maximum exceedances on March 8 and 9.
Towards the end of March, IWTP staff slowly began to meter the combined waste in the off-
line equalization take through the system for treatment. The pH and Total Phosphorous
violations were likely due to this waste being metered through the system too rapidly. IWPT
staff adjusted the release rate to the WWTP to correct the parameters out of compliance.
FRCEast has developed a plan of action to prevent a similar occurrence from happening
again. The FRCE investigation of this release found that a valve leading to the paint
stripping tank either failed or was somehow opened which allowed the product to drain from
the tank and be piped to the IWTP. To prevent an unintentional release from occurring
again, FRCE maintenance has removed the valve and capped it off. No environmental
impacts resulted from this violation.
