Other Special Items: Soils Information: The submitted land application renewal package is for the net average of 1506 acres. I In Section IV of the Permit Renewal Package, all acreage with land owner agreements, maps, etc., are included. It is our recommendation that the sites listed in this section be included in[the. Permit renewal. Mr. Vincent Lewis, Soil Scientist, Division of Soil & Water, Wilmington 'Regional Office, concurs with the soil type and usage restrictions (if any) provided in the application package. I Land Limiting Constituent Analysis: The subject Permit renewal is primarily to modify and delete field segments, and approval of 1,506 net acres. The waste sludge is generated from two (2) different sources within the City of Lumberton. The waste sludge sources follow: (1) Alum sludge from the City of Lumberton's WTP (400 DT @ 3.292% solids) (2) Municipal sludge for the City of Lumberton's WWT Plant (1500 DT l@ 3.68% solids) P I PART III ' - OTHER PERTINENT INFORMATION The annual combined total of the two (2) facilities is 1900 Dry Tons. The percentage of sludge volume per facility is broken down as follows: (1) City of Lumberton WWTP 79% - 1500 DT (2) City of Lumberton WTP 21 % - 400 DT 100% - 1900 DT These percentages are utilized to calculate weighted averages for the various concentrations of the sampled paraineters. Utilizing the minimum Nitrogen (PAN) requirements for small grain crops of 100 lb -PAN / acre / year, the number of acreage required is 580 acres.. The submitted .application proposes an acreage of 2246 acres. The land area is more than adequate. The -maximum adjusted PAN would be of concern only if Lumberton had the minimum required acreage. The SAR is 3.639. The limiting metal is Co er, Based on nutrient analysis, the calculated site life is 876 years. Due .to the acreage permitted (proposed and existing), the site life would be far more than the calculated site life. 'l PART III - OTHER PERTINENT INFORMATION(continued) Crop Management Plan: The Crop Management Plan is the responsibility of Permittee and private farmer. The sludge is applied at the appropriate agronomic rate for the specific cover crop.' Records Management: All records are the responsibility of the City of Lumberton, however, the City has contracted with S&ME and a sludge contractor to assure Permit compliance. Accessibility: All land area is owned by private property owners. Access is controlled by the property owner. Access onto the property, without permission, would be trespassing. PART IV - EVALUATION AND RECOMMENDATIONS The following items need to be addressed in an additional condition: (1) Some fields that are currently in the City of Lumberton's sludge program, have a seasonal application rate. This restriction has caused considerable problems due to seasonal dates that have been phased with the seasonal date restriction. I feel that the seasonal restriction should be stated as follows: "Soil borings shall be conducted on the field to verify that , the apparent water table at the time of application is greater than three (3) feet below land surface prior to the land application of sludge". With the restriction written this way, it will allow row crop fields that are- being utilized for winter small grains to receive residuals during the planting and early crop establishments months when water table conditions allow. It will also allow row crop fields that are being utilized for corn production and planted in mid to late March to receive residuals prior to planting when water table conditions allow. In no case will residuals be applied when conditions do not allow. With this restriction, contravention of groundwater standards can be avoided and monitored more closely than .with the previous restrictions along with allowing some flexibility in application periods when conditions allow. PART III - OTHER PERTINENT INFORMATION (continued) (2) The -:City of Lumberton's sludge program- has many sites in the program which have confined animal operations on or near the permitted sludge acreage. Due to uncertainties of how or where the animal waste is disposed, it is recommended that the following be made a Permit condition in Lumberton's Permit: "Prior to land application of residuals to any land that has previously or will receive animal waste, the farmer shall provide the Permittee with information pertaining to the volume applied and. a waste analysis. This information shall be submitted so that verification can be made as to the amount of sludge that is able to be applied at the appropriate rate. If the maximum agronomic nutrients amount has been applied. to the field, no additional`sludge " shall be applied to the field."
