Introduction  1.1 Project Description  The Anderson Farm II Mitigation Bank Parcel (Parcel) is part of Wildlands Holdings III, LLC, Anderson  Farm II Nutrient Offset and Buffer Mitigation Bank (Bank). The Parcel is in Wayne County, located at  35.249854, ‐78.106164, approximately six miles northwest of the Town of Mount Olive. Driving  directions to the Parcel can be found in Figure 1. Three unnamed tributaries (UT1, UT2, and UT3) and  one ditch (Ditch A) are located on the Parcel and flow to Thoroughfare Swamp, which flows into Falling  Creek and drains into the Neuse River. The project's primary purpose is to provide riparian buffer  mitigation credits and nutrient offset credits to compensate for unavoidable impacts in the Neuse River  Basin 03020201 Hydrologic Unit Code (HUC) outside the Falls Lake Watershed. The project has been  planned, designed, and constructed according to the Bank Parcel Development Package (BPDP), the  Buffer Mitigation Rule 15A NCAC 02B .0295 (effective November 1, 2015), and Nutrient Offset Credit  Trading Rule 15A NCAC 02B .0703. The Bank service area is depicted in Figure 2.  The Parcel was restored to provide ecological and water quality enhancements to the Neuse River Basin  by creating a functional riparian corridor and restoring the riparian areas along three unnamed  tributaries (UT1, UT2, and UT3), and one project ditch (Ditch A). Prior to planting, the Parcel was open  row crop fields. Approximately 15.94 acres have been protected along the project features by a  permanent conservation easement.   1.2 Bank Sponsor The Parcel will generate 39,980.000 square feet of riparian buffer credits and 30,534.326 pounds of  nitrogen nutrient offset credits. These credit areas are based on the as‐built survey. This amounts to a  planted acreage of 14.35 acres for riparian buffer credit and nutrient offset credit. Parcel credit  generation is shown in Figure 3. The revegetation plan for the Parcel includes planting bare‐root trees  and controlling invasive species growth. Bare‐root trees selected were native bottomland hardwood  species typical for coastal communities, as defined by Schafale (2012). The species composition was  selected based on the desired community type, occurrence of species in riparian areas adjacent to the  Parcel, and best professional judgment. Selected species, size specifications, planting density, and  planting composition are detailed in Table 2. A summary of planted density and composition collected  from vegetation plots at baseline monitoring is displayed in Table 3. of the Parcel upon North Carolina Department of Environmental Quality Division of Water Resources  (DWR) approval. Character Trees are defined as planted or volunteer species identified from a survey of  local vegetation on less degraded sections of the specified stream and from reference literature that Monitoring Results  2.1 Success Criteria  Riparian restoration vegetative success criteria are based upon the density and growth of species as  defined in Tables 2, 3, & 4. Vegetative success criteria are based upon guidelines set forth in the Buffer  Mitigation Rule 15A NCAC 02B .0295 (effective November 1, 2015). This is defined as the survival of at  least four native hardwood tree or shrub species, where no one species is greater than 50% of the  established planted stems, and an established density of at least 260 stems per acre at the end of the  fifth year of monitoring.  If vegetative success criteria are not achieved based on acreage density calculations from combined  vegetation plots over the entire riparian restoration area, or if an inspection of a riparian restoration  area indicates that portions of the Parcel do not have sufficient stem density or are otherwise deficient,  supplemental planting shall be performed with species approved by DWR. Supplemental planting shall  be performed as needed until vegetative success criteria are met. No quantitative measurements of  herb assemblages will be required to meet the vegetative success criteria.   2.2 Monitoring Protocol  The quantity of vegetation plots was determined in accordance with the Carolina Vegetative Sampling  (CVS) Protocols (Level II) such that at least 2 percent of riparian restoration areas are encompassed in  vegetation plots. A total of 12 vegetation plots (10 meters by 10 meters) were established within the  riparian restoration areas generating either riparian buffer credit or nutrient offset credit. PVC pipe was  used to mark the four corners of the vegetation plots. Vegetation plot locations are shown in Figure 4.  GPS points were taken at each of the corners. A reference photo was taken from the southwest corner  of each vegetation plot (Appendix D). All planted stems within the vegetation plots were marked with  flagging tape and recorded.   2.3 Results of Vegetation Monitoring  The 12 vegetation plots were sampled in September 2024 at the end of the third growing season. A  reference photo was taken from the southwest corner of each vegetation plot, found in Appendix D  along with the stem count raw data. Vegetation result tables with planted stem density and stem count  by vegetation plot and species are summarized in Appendix C.   The 2024 vegetation monitoring resulted in an average planted stem density of 496 stems per acre (502  total stems per acre), with individual vegetation plot densities ranging from 243 to 607 stems per acre.  Diversity remained high through the first growing season, with a range of 5 to 9 planted species across  vegetation plots. Additionally, vigor remained high in monitoring year 3, with most recorded stems  scoring 3 (good) or 4 (excellent). A summary of planted density and composition collected from Vegetation Plot (VP) 2 failed to meet the minimum requirement of 260 stems per acre, with 243 stems  per acre density. Visual assessment of adjacent areas revealed that low stem density is localized to VP2.  Tree height is also shorter compared to the rest of the Parcel within and around VP2; however, stem  health is typically excellent in these areas. Furthermore, diversity is high, with VP2 having six different  species. Wildlands is not considering any remedial action at this time but will continue to monitor the  area around VP2 and perform remedial actions if necessary. Conservation easement boundaries were inspected throughout MY3. Boundary markers remain intact  throughout the easement, and no evidence of encroachment was observed throughout the Parcel.   2.5 Parcel Management  Adaptive measures will be developed, or appropriate remedial actions will be implemented in the event  the Parcel, or a specific component of the Parcel fails to achieve the success criteria outlined in the  BPDP. Parcel maintenance will be performed to correct any identified problems on the Parcel that have  a high likelihood of affecting project success. Any actions implemented will be designed to achieve the  success criteria and will include a work schedule and, if applicable, updated monitoring criteria.   2.6 Conclusions  Overall, vegetation is doing well across the Parcel, with all but one vegetation plot surpassing the final  density criterion of 260 stems per acre. VP2 does not meet the minimum requirement of 260 stems per  acre, with a density of 243 stems per acre. However, this area is localized to the vegetation plot, and no  remedial action will be taken at this time. The Parcel has an average planted stem density of 496 stems  per acre (502 total stems per acre), with individual vegetation plots ranging from 243 to 607 stems per  acre. Vegetation plots remain diverse in species composition, ranging from 5 to 9 planted species across  vegetation plots. Additionally, herbaceous vegetation and several pollinator species are established  across the Parcel.         Anderson Farm II Mitigation Bank Parcel   Page 5
