Hello, Erica and Zachary,
It has come to Campbell Soup’s attention that there is an existing error in the site’s current
sprayfield permit WQ0003626 effective June 1, 2023 through April 30, 2030. Campbell Soup
would like to request a permit correction for Field J-10’s loading rate in Attachment B, Approved
Land Application Sites and Limitations.
The site previously had a permit dated July 31, 2013. This permit was effective from July 31, 2013
– April 30, 2018. On Attachment B, page 2, J10 is listed with a permit limit of 91” for an
application rate.
The site did a permit renewal in October 26, 2017 with some additional information on January
22 and April 25, 2018 for the continued operation of the wastewater treatment and irrigation
facilities. The new permit was received on June 20, 2018. This permit states that the application
rate for J10 is 51” instead of 91”. This permit was effective from June 20, 2018 - May 31, 2023.
There is a handwritten comment on this permit that Campbell’s called Tessa Monday at your
office on November 19, 2018 at 4:42 PM to discuss this issue. There are no follow-up details in
the file other than this one note. There are no new permit conditions listed in the permit that
refer to a change in the application rate.
Another permit renewal was submitted on November 7, 2022 with additional information
included on February 16, 2023. Campbell Soup’s current permit is effective from June 1, 2023
through April 30, 2030. This Attachment B lists J10 as 51”. The site has been using the 91”
through the cycle of all of these permits.
We believe the 91” is accurate for J10. This particular zone has more sprinkler heads (than J8, J9
& J11) with the ability to apply more water. Zones J8, 9 & 11 have an application rate of 51”.
