DWR last inspected this facility for NPDES compliance on March 8, 2018.2. No violations have been reported since the last inspection.3. Findings during the inspection were as follows: On Thursday, March 24, 2022, Jason Robinson of the NC Division of Water Resource's Raleigh Regional Office (RRO) conducted an inspection of the MPLX - Selma Terminal at 2555 W Oak St in Selma. The purpose of this inspection was to ensure compliance with the subject NPDES Permit. During the inspection, the presence and cooperation by Bob Jarabeck, Roger Lamberth (ORC) and Felix Jimenz (bORC) was appreciated. • Review of the NPDES permit • Review of the Owner/facility information • Review of monitoring data • Review of log book. • On-site inspection of the treatment facility The most recent permit that covers the discharge from this facility became effective on July 1, 2018 and expires on March 31, 2023. Please submit a renewal application within 180 days of expiration of the permit. The facility utilizes a Field Task Maintenance System (FTMS), a program with a checklist of tasks.5. 6. 7. Section A.(l.) of the permit requires the permittee to monitor discharges at Outfall #001 and submit monthly Electronic Reporting of Discharge Monitoring Reports (eDMRs): Staff reviewed the Permit Contact Report generated by NCDWR's Basinwide Information Management System (BIMS). Several updates were made to the facility contacts. The treatment facility consists of two oil/water separators (both off-site recycle), an aerated storage pond with discharge control valve (motor-operated, normally closed) and a v-notch weir and ultra­ sonic flow meter. • Separator #2: Rainwater that collects in the containment area from the Above Ground Storage Tanks and parking area are routed through oil/water separator #2, along with the water from Separator #1. • Aerated Storage Pond: The combined flows from the oil-water separators discharge into the aerated pond. The pond is constantly aerated. Flow from the pond is measured with an ultrasonic flow meter as water flows over a v-notch weird to a valve controlled basin. Discharge occurs when the valve is open. Flow is measured by an ISCO 3010 ultrasonic flow meter. The meter is calibrated once a year by Clear Water Calibration and was last calibrated on November 11, 2021. The aerator was working during the time of the inspection, and the pond appeared • Samples are collected at the discharge of the aerated pond. • Samples are collected and kept on ice and transported to Pace Laboratories by Pace staff or their courier. Most parameters are analyzed at Pace's Asheville location (Certified Lab #40) and Huntersville location (Certified Lab #12). Samples for Whole Effluent Toxicity (WET) test are done at Pace Analytical National Testing Center. Please confirm the Lab Certification # for this facility. According to the DWR Aquatic Toxicology Branch (ATB), this facility is #9 (not #041, which appears to be the number for the old lab before it was changed to Pace). • A cursory review was done of bench sheets, chain of custodies and laboratory results since the last inspection. Lab data was found to be complete with no issues. • Laboratory results from April and October 2021 were compared to the facility's submitted eDMRs, and no discrepancies were observed. • Based on the Division's Basinwide Information System (BIMS), facility staff, and the inspectors cursory review of laboratory data, no limit/monitoring violations have been reported or occurred since the last inspection. • The annual WET (Whole Effluent Toxicity) testing and the semi-annual EPA Method 625 testing were last done on July 14, 2021. • Flow is measured using an ultrasonic flow meter. • The inspector confirmed that monitoring data was kept on-site for at least three years. • The permittee is reminded to include the "Certified Lab #s" on the eDMR reports. • Separator #1: Stormwater runoff and associated wash water from the loading rack pup manifold, rack manifold, additive pump off, truck pump off containment area and the vapor recovery unit containment area flow into oil/water separator #1. This oil/water separator is a 10,0000-gallon Enquip separator with a design capacity of 400 gallons/minute and is double-walled with an interstitial probe. A hydrocarbon sensor is in the water compartment to sound an alarm if oil enters the water compartment. Water that leaves Separator #1 flows to Separator #2. The NPDES Permit authorizes the discharge from the facility to an unnamed tributary of Mill Creek, a waterbody currently classified WS-IV; NSW within the Neuse River Basin. The discharge point is in the wooded area outside the fence of the facility, and was not observed.
