The subject permit was reissued and became effective November 01,2013 and will expire March 31,2018. Please continue to operate under the last issued permit until a new permit is issued. The facility consists of a diked secondary containment area surrounding 5 AST’s. Stormwater collects in the containment area and after visual inspection, is discharged through a locked T valve at Outfall 1 into a road ditch that flows into an unnamed tributary to Mill Creek. There was no discharge at the time of inspection. Water in the secondary containment area appeared clear with no sheen. Discharge Monitoring Reports (DMR’s) for the period May 2014 through December 2017 were reviewed for compliance with permit limit and monitoring requirements. There were no violations for the review period. All DMR's are kept on computer and paper copy. Mitch Hayes and Andy Neal of the Raleigh Regional Office conducted the subject inspections on March 6, 2018. Your assistance with this inspection was appreciated. Please find attached to this letter the Basin Wide Information Management System (BIMS) checklists. Below is a list of findings developed from the inspections. 5. The facility consists of a covered loading rack, product-holding tank for any petroleum l contact water (PCW) from spillage from the loading rack; butane loading station; k secondary containment area surrounding Above Ground Storage Tanks. There was no stormwater in the secondary containment area at the time of inspection. There was no discharge. 6. Discharge Monitoring Reports (DMR’s) for the period May 2014 through December 2017 were reviewed for compliance with permit limit and monitoring requirements. There were no violations for the review period. The subject permit was reissued and became effective September 26, 2016 and will expire March 31,2018. Please continue to operate under the last issued permit until a new permit is issued. The treatment facility consists of two oil/water separators in series with an aerated storage pond; an ethanol rail off-loading facility; 2 - 60,000 gallons each, butane tanks with an off­ loading port equipped with a fire suppression system and onsite generator. Stormwater runoff and associated wash water from the loading rack pump manifold, rack manifold, additive pump off, truck pump off containment area and the vapor recovery unit containment area flow into oil/water separator #1. This oil/water separator is a 10,000- gallon Enquip separator with a design capacity of 400 gallons/minute and is double-walled with an interstitial probe. A hydrocarbon sensor is in the water compartment to sound an alarm if oil enters the water compartment. Rainwater that collects in the containment area for the Above Ground Storage Tanks and parking area are routed through oil/water separator #2. The combined flows from the oil/water separators discharge into the aerated pond. Flow from the pond is measured with an ultrasonic flow meter as water flows over a v-notch weir to a valve-controlled basin. Discharge occurs when the valve is open. Flow is measured by an ISCO 3010 ultrasonic flow meter. The meter is calibrated once a year by Clear Water Calibration. At the time of inspection, both aerators were in operation. Water in the pond appeared clear with no sheen detected. There was no discharge. I hank you for your time and assistance with this inspection.
