I am writing on behalf of ExxonMobil Oil Corporation (ExxonMobil), operator of the
ExxonMobil Selma Terminal. Per our telephone conversation on April 13, 2005, a letter
dated April 13, 2005 and pertaining to Part 1 (A)(2) of the permit, ExxonMobil requested
an additional four months of monitoring for MTBE.
We believed that sampling through July 2005 would provide unquestionable results
pertaining to the sampling and analysis of MTBE detection. We continued to monitor
MTBE through July 2005 with no detection.
The monitoring has resulted in 12 consecutive months of non-detection of MTBE. As
specified in Part 1 (A)(2), we would like to request the Division to reduce or eliminate the
MTBE monitoring frequency. We understand that granting this request shall constitute a
minor modification to the NPDES permit.

I am writing on behalf of ExxonMobil Oil Corporation (ExxonMobil), operator of the
ExxonMobil Selma Terminal. Per our telephone conversation on April 13, 2005, and
pertaining to Part 1 (A)(2) of the permit, ExxonMobil hereby requests an additional four
months of monitoring for MTBE. As we discussed last week, all MTBE limits have been
non-detect beginning in March 2004 (first MTBE sampling event), through March 2005,
with the exception of July 2004. As I explained in our conversation, ExxonMobil
questions the lab analysis that resulted in the MTBE detection in July 2004.
We believe that sampling through July 2005 will provide unquestionable results
pertaining to the sampling and analysis of MTBE detection. If MTBE is detected during
the next four months, ExxonMobil shall submit an MTBE Reduction Plan as required by
the permit.

Treatment system for the facility consists of two buried oil water seperators operated in series and a pond
with two aerators. All stormwater from the parking lot and the loading rack flow to the first oil water seperator
equipped with a gate valve to shut off discharge from the oil water seperator in case of a product release.
There was no indication of any sheen in the first oil water seperator. The discharge flows to the second oil
water seperator and then to the pond. There was no indication of any sheen in the second oil water
seperator. Aerators are operated 24 hours/day. Flow is measured by a flow meter at the lower end of the
pond. A staff gage is present with a 90 degree V notch weir. Water discharged from the pond is via three
submerged (4" or 6") concrete pipes. No top water is discharged in case of product release. There was no
discharge at the time of inspection. Receiving water could no be seen due to thick vegetation and most
likely the creek had dried up due to drought. Water in the pond was clear with no indication of any sheen on
the surface.
Permit was modified on October 5, 2005 to reduce MTBE monitoring from monthly to quarterly based on no
detection of MTBE for 12 consecutive months (August 2004 through July 2005). September 2004 through
September 2005 DMR's reveled compliance with permit limit and monitoring requirements. All COC's were
attached to the DMR's and contained all required information.

Comment: Facility reports flow using a Teledyne Isco 310 flow meter, though permit
states that flow measurement is episodic. There is no chart recorder. Flow meter was
calibrated by Vinnie Bryant with Johnston Inc. on July 8, 2005. There was no discharge
at the time of inspection.

Comment: There was no discharge at the time of inspection. Receiving water could
not be seen due to vegetation beyond property boundry. Creek had most likely dried up
due to drought.
Comment: 12 months of DMR's were reviewed for compliance with permit and
conditions. There were no violations.
