The changes to the current draft permit are detailed in the cover letter. The RRO supports those changes. The lat/long for the discharge points was checked using TopoZone and appeared to be accurate. The Fact Sheet states that a footnote will be added to the permit concerning Phenol. That footnote was not included. It should be noted that the facility does have a flow meter that records effluent flow continuously and according to Ray Rhode, the terminal manager, that flow will continue to be entered on the DMR Even though the draft permit flow was changed to Episodic. Ken Pickle^ Kirk Stafford-RRO MEMORAND® November 5, 2003 Dear Mr. Rhode: 3) The pond effluent was clear and free of excess foam at the time of inspection. 6) The facility appeared to be well operated and maintained. J 5) A review of the Basinwide Information Management System (BIMS) data base for the period August 2002 through August 2003 showed compliance with all permit limits. 1) All rainwater that is collected from around the covered loading rack and from around the Above Ground Storage Tanks (AST’s) is routed through oil/water separators. There are two oil/water separators at the subject facility. One serves the AST’s with discharge to an aerated pond prior to discharge and the other serves the loading rack and discharges to the other separator. Free product is drawn off the loading rack separator and returned ultimately to the AST’s. 2) The discharge from the aerated pond is monitored continuously by an Isco Ultrasonic flow meter. The draft permit renewal is currently being developed and until such time as that renewal is issued the subject facility will operate under the expired permit.
