Well, eDMR isn't giving me any issue now. Friday afternoon and first thing this morning, the domain would not route to
the eDMR login page. It would simply give an error message stating that there was no data from the website. That
seems to be resolved.

Hello again-
A couple of items:
1. You may have received an email from a J. Fattic last quarter regarding a missing outfall on our eDMR report(the
data was placed in the comment section as there is no 4t"outfall page to create)—we still need a 4t"outfall
added for our eDMR.
2. The site seems to be be having problems as it will not open the page. This has been the case since Friday of last
week. I'm sure you folks are working on this, but in the event I cannot be fixed prior to the deadline—is there a
mail in option?

If that outfall does not have the potential to discharge industrial stormwater,then I would remove it from our
system,just send me the COC number and which outfall needs removing.
If it simply did not discharge this quarter,you will mark that on the DMR.

Apologies for adding to your inbox this morning, but I have one additional question unrelated to the previous topic.
We have another facility which came online recently and just had its first sampling event last quarter. One of the 4
originally listed outfalls has no industrial activity occurring/contribution as it has simply become covered parking. How
do we go about getting that outfall removed? Or do we simply go about it through self-determination and denote "no
discharge" on the DMR?

ATTENTION: This email originated from outside of GM.
The COC is to cover the discharge of industrial stormwater from operations covered by the NPDES Program. So, if
there is no discharge,there is no need for sampling. I forgot to mention that you would need to submit a DMR on a
quarterly basis, indicatingthere was`No Discharge' on the DMR. But yes,you would maintain your SWPPP and pay
the annual fee.
If you apply for a No Exposure certification, the current COC would be rescinded and you would have to re-apply
for coverage under NCG03 again.

Thank for for the quick response.This is very helpful. Just to clarify one of the options you mentioned;
If we believe other operations may start up within the near future (and truthfully we don't know,just weighing our
options), if there are no industrial operations, we do not need to monitor. We must only maintain our SWPPP?—is this
only if we submit a no exposure certification or can we do this by self-determination?As I described, site is vacant other
than security detail.

Hi Russell,
We offer dormancy status primarily for mining operations and some concrete and asphalt batch plants. I would
not set this site to dormant from your situation you described.
If the company does not have an expected start backdate anytime in the future, I highly recommend rescinding
the COC, and reapplying if the site starts back up.Another option is a No Exposure exclusion if all materials are
stored indoors/not exposed to stormwater.
If you believe the site will start back up in the near future,you could hold onto your COC.You would not do any
monitoring since operations have ceased (unless there is a discharge of industrial SW).You would simply pay the
annual fee and maintain your SWPPP.

Good morning-
Could I get a bit of clarification regarding the message below? It seems as though, based on the message, dormancy
status is only allowed for Mining Operations? Could you please elaborate?
Effectively, we have a situation where this facility is totally vacant and all industrial operations have ceased. The
building has had 99.9%of all its equipment removed apart from critical facility items such as the Emergency Fire
Engine. We submitted the request for dormancy status due to other divisions within the company showing interest in
the location, however there is no current confirmation of a future operational schedule. This is why the initial request
for dormancy was made.

Unfortunately we are unable to accept the supplemental information for NCG030725 -General Motors Plant 9 because
of the following reason(s):
This request is not for a Mining Permit(NCG020000) and is not eligible for a dormant status request. If there is no
industrial activities and no exposed materials,the permittee can (1) submit a rescission request,or(2) apply for a No
Exposure Certification to replace the current NCG030000 coverage. If the company wishes to maintain the permit,
please maintain the current Certificate of Coverage(COC)and continue to fulfill the Stormwater Pollution Prevention

Plan (SPPP)obligations.Stormwater discharges that are not associated with industrial activities or materials still
present from past activities would not be subject to analytical monitoring requirements during a time of suspended
activity.
