Dear Mr.Thomas:
Jenny Graznak of the Winston-Salem Regional Office performed a Compliance Evaluation
Inspection on the sandfilter wastewater treatment system at your property located at 4560
Merriweather Court in Winston-Salem, Forsyth County, North Carolina on August 11, 2011. This
type of inspection consists of two basic parts: a review of self-monitoring data, and an on-site
inspection of the facility and its discharge. No one was home during the inspection, but Ms. Graznak
spoke to you afterward via telephone.
You hold a General Permit to discharge Domestic Wastewaters from Single Family
Residences under the National Pollutant Discharge Elimination System (NPDES). The system has a
chlorinator, consisting of two chlorine tablet feed tubes. You stated that you check the tubes
regularly and add chlorine tablets as needed. The septic tank was last pumped out in 2009. The
effluent from the system discharges to an unnamed tributary to Sawmill Branch in the Yadkin River
Basin. The discharge pipe was not located during the inspection due to the thick summer
vegetation. The receiving stream appeared clear with no traceable solids, and no odor was noted on
the day of the inspection. You stated that you only see discharge from the pipe during rain events or
after larger-than-normal use of the washing machine. You also commented that the step aeration
system requires regular maintenance due to erosion.
The next time you detect a discharge from your system, please check the permit text Part I
Section A (attached to this correspondence), which specifies the limits and monitoring requirements
for your permit. A Laboratory with North Carolina Wastewater Certification (a list of nearby approved
laboratories is attached) must perform the monitoring. As a reminder, the permit also requires that
you conduct and document the following maintenance activities:
• Septic tanks shall be maintained at all times to prevent seepage of sewage
• Septic tanks will be checked at least yearly to determine if solids must be removed
• Septic tanks shall be pumped out within 3-5 years of issuance date of the Permit.
• Contents removed from septic tanks shall be disposed of at a location and in a manner
compliant with all local and state regulations
