The Division has approved your request to transfer coverage under the subject General Permit.
Accordingly, the Division hereby issues you a revised version of NCG550234, along with a copy of
NCG550000. Discard any earlier versions of the permit and use this version until further notice. This CoC

is issued pursuant to the requirements of North Carolina General Statue 143 2 5.1 and the Memorandum of
Agreement between North Carolina and the US Environmental Protection agency dated October 15, 2007 [or
as subsequently amended].
PLEASE NOTE:Your facility discharges to a class WS-II HQW waterbody. Therefore,you will use
the limits and monitoring frequencies found in Part I, section C. (3.)of NCG550000.
If any parts, measurement frequencies or sampling requirements contained in this General Permit
are unacceptable to you, you have the right to request an individual permit by submitting an individual
permit application. Unless such demand is made, the certificate of coverage shall be final and binding.
This CoC is not transferable except after notice to the Division. The Division may require
modification or revocation and reissuance of the CoC. Contact the Raleigh Regional Office prior to any
sale or transfer of the permitted facility. Regional Office staff will assist you in documenting the
transfer of this CoC.
This permit does not affect the legal requirements to obtain any other State, Federal, or Local
governmental permit that may be required. If you have any questions concerning the requirements of the
General Permit,please contact Derek Denard of the NPDES staff[derek.denard@ncdenr.gov].

NCG550234 had the Billing suspended in 2018 when all previous attempts to contact the owner of record (William
Rucker)failed.
Setting CoCs to No Fee is done to prevent BIMS from generating invoices when we know that there's a new owner—or
at the very least, the old owner has abandoned the property.
The current owners aren't required to pay any back fees. We can't charge a person/entity a permit fee unless they hold
a permit.
Similarly,we can't make someone pay a fee that was billed before they took ownership of the property.
If the current owners will submit an ownership change form, I can renew the CoC and restart Billing. If they don't submit
it, I can make the CoC Inactive.
They are already discharging without a permit, so the RRO could enforce at your discretion (NOV or CPA).

Charles,
I inspected the SFR facility in December 2021. I noted that the only permit annual fee record in BIMS was in 2004,and
the fee was waived. Is there any reason why the permittee has not been billed since 2004? By the way, all four
inspections by RRO (in 2010, 2014, 2018, and 2021)found that the SFR has not been occupied since at least 2010.
Orange County tax records show that current owner is Marcus Wayne Poole, Leslie O. Wickham Jr., and Thomas Howard
Poole,Trustees of the Mae B. Poole Trust(change of ownership needed), most recent property tax was paid on February
3, 2022, property tax bill was mailed to 8815 Allison Road, Cedar Grove, NC 27231,where the SFR is located. RRO
recently updated our SFR inspection letter template to include billing status,will ask home owners to pay overdue fees.
It appears that the property has not been occupied and maintained for an extended period of time, no annual fees were
billed/paid.There is very little we can do to force the owner to respond. If there are overdue fees,we can threat that if
overdue fees are not paid by a deadline,the COC will be made Inactive. Does this make sense?
