Application Summary
Applicant is seeking coverage under the NCG550000 general permit for discharge of their 100% domestic
waste. The property has a 3-bedroom house with a proposed flow of 360 GPD (120 GPD per bedroom).
The property has an existing failing sand filter system. Durham County Public Health denied their permit
for repair application in 1992 due to unsuitable soils (expansive clay mineralogy). The proposed system will
not expand from the existing 3-Bedroom system, keeping the design flow at 360 GPD.
Proposed Improvements and Construction
The existing system will be replaced with the following treatment system:
• Existing septic tank with new effluent filter
• Existing Sand Filter
• Chlorinator, contact chamber, and dechlorinator
• Discharge point with Rip -Rap
Regional Office Staff Report
Jesse Barnes of the Raleigh Regional Office does not object issuing this permit. Jesse Barnes did notice that
112 Breedlove Ave does not exist in Durham County's GIS System and recommended using the former
address 204 Breedlove Ave

The proposed system will discharge on property and flow through neighboring properties — 206 Breedlove
and 208 Breedlove — before converging with an existing flow path. Drainage easements from the owners of
206 Breedlove and 208 Breedlove were provided in the application. 208 Breedlove Ave also has a SFR
permit — NCG551722 that was issued in 2017.
Alternatives Summary (EAA):
Connection to sewer system
• The property is not currently within Durham County's coverage area. The closest sewer line is
approximately 970 linear ft from the property (corner of Clayton Rd and Breedlove Ave), and there
are no immediate plans to extend sewer to the property. Estimated cost to connect to existing sewer
($150/ft) is $145,500.
Ground (subsurface) Adsorption
• Based on a soil evaluation by Chris McGhee, the property is unsuitable for a ground absorption
septic system due to unsuitable soil depth and insufficient available space. While there is sufficient
space for a subsurface drip field (14,300 sq ft), soil conditions are not suitable for this system.
Non -Discharge (Drip & Spray)
• The applicant states that there is not sufficient space for a non -discharge surface system (24 sq ft).
If there was sufficient space, unsuitable soil conditions do not allow for non -discharge surface
system.
Reclaimed Water
The applicant states that the existing residential plumbing system does not allow for reuse. While
there may be sufficient space for a reuse system, it would be cost prohibitive for a single-family
residence.

• The applicant states that there are no vacant lots surrounding the property, all of the lots have
single-family residences.
Local Government Review
• The applicant submitted the form to the Durham County and the City of Durham, however no
completed forms were included in the application.
