Re: Nutrient Offset & Buffer Mitigation Plan & MBI Approval

Dear Mr. Hutton,

The Division of Water Resources (DWR) received a draft Mitigation Plan (Plan) from Wildlands
Holdings VIII, LLC (Wildlands), for the Great Meadow Mitigation Site in 2023. Appendix 10 of the
Plan was the Nutrient Offset & Buffer Mitigation Plan (Buffer Plan) submitted to DWR for review
and approval under 15A NCAC 02B .0295 and 15A NCAC 02B .0703 to be used as a buffer
mitigation and nutrient offset project, respectively, under the terms and conditions of the Great
Meadow Mitigation Banking Instrument for Nutrient Offset and Riparian Buffer Credits (MBI).
Effective October 9, 2024, the MBI was made and entered into by Wildlands acting as the Bank
Sponsor, and the DWR. Katie Merritt, with DWR, reviewed the draft Buffer Plan and MBI
documents and provided comments and recommendations. DWR received a revised Buffer Plan and
MBI that addressed all comments and recommendations. The table below summarizes the timeline
of the Buffer Plan and MBI
