VAN DER VAART Secretary S. JAY ZIMMERMAN Director On December 4, 2015, Autumn Romanski of the Raleigh Regional Office (RRO) conducted a compliance evaluation inspection of the subject facility. The assistance provided by Mr. Chris McCorquodale, Operator in Responsible Charge (ORC), and Ms. Ann Clark, Chemist to complete the inspection was greatly appreciated. The inspection report checklist is attached. The facility was in compliance with the permit requirements reviewed the day of this inspection. No response to this inspection is required, but the facility was requested to fonvard an amended Discharge Monitoring Report (DMR) for July 2015 to correct our records. Siler City WWTP (Classification WW-4) is permitted to discharge 4 MOD (monthly average flow max), but the facility has the capacity to pump 10 MOD. The current flow averages between 1-2 MOD. The WWTP consists of: 1) mechanical and manual bar screens 2) grit collection (new grit auger was installed) 3) Seven collection system influent pump stations pump flow to the plant which can be treated through the plant or sent to the Influent equalization basin if needed in heavy rain/I and I events (4) dual oxidation ditches with surface jet aeration 5) Flow splitter box (alum and caustic feed) 6) dual secondary clarifiers 7) dual aerobic digesters (8) RAS, sludge transfer station, sludge thickner and storage basins - (Zones 3 A and B used as needed) and a Dissolved Air Floatation (DAF) unit used as needed 9) Greenleaf Water Treatment Filters and backwash basin 10) disinfection by chlorine gas and effluent basin (prior chlorine contact basin)l 1) dechlorination by sulfur dioxide gas and 12) step aeration 13) Biosolids are processed by Synagro. The facility discharges the treated effluent to Loves Creek, Class C NC0026441 NPDES Inspection 1) 2) 3) 4) 5) 6)Two recommendations were made during the inspection: a) b)Please complete a 2015 updated TRC calibration curve for the lab. 2 | P a g e The facility installed new flowmeter, and new ISCO Influent Samplers both met permit requirements the day of the inspection. The facility improved the Alum and Lime station area. The alum is used for phosphate removal and lime for sludge stabilization. The oxidation ditches were operational and the ORC was optimizing air for nutrient reduction. The Plant Superintendent and Primary ORC is Chris McCorquodale, a WW-4 certified Operator. The BORC is Ann Clark, a WW-3 certified operator and chemist. The ORC logbook, lab results, chain of custody forms, and DMR’s were complete, current and readily available for review. The months of December 2014 and July 2015 DMR’s were reviewed with one discrepancy identified. The facility was requested to provide an amended DMR for July 2015. The Outfall 001 discharge flow was very clear and free of solids, foam, with no visually observable impacts. The facility has reported in compliance with the permit monitoring and limits within the last 12 months of review. The facility has used treatment, storage and capacity effectively to avoid WWTP issues that can result from recent wet weather pattern and I and I flow. The Division of Water Resources appreciates the Siler City’s investment in the plant: two equalization pumps re-built, new grit auger, new influent meter and ISCO sampler, screens, improvement in alum and lime feed station, and planned updates for disinfection/dechlorination, 3 new remote terminal units, and new Scada system scheduled. One of those projects includes a possible cover for the chlorine contact basin, as feasible. The effluent flow meter is currently not centered for the open channel flow measurement at the parshall flume. The location of the flowmeter to the side of the chlorine contact chamber should be reviewed to ensure accurate flow and calibration at this meter, in the event of using effluent flowmeter for DMR reporting. The facility currently reports influent flow. waters in the Cape Fear River Basin. The solids are currently disposed/ hauled by Synagro a North Carolina permitted Solid Waste Disposal Company. The facility was readily able to find records and does a good job keeping records as reg ui red. 1) DMR's for December 2014 and July 2015 were reviewed. One discreptancy was noted on July 2015 DMR. The DO reported for 7/13/2015 and 7/17/2015 was flipped. Please provide an ammended DMR for July 2015 reflecting correct DO reading for 7/13 and 7/17. 2) The TRC calibration curve needs to be updated annually. Please update 2015 TRC calibration curve. Attached is the Field Lab Checklist. The facility runs TRC, pH, Temp, Do, and Setteable Residue. The facility utilizes NC certified lab Meritech.
