Dear Mr. Brower:
The North Carolina Division of Water Quality conducted an inspection of the Siler City Wastewater
Treatment Plant on June 14, 2012. This inspection was conducted to verify that the facility is
operating in compliance with the conditions and limitations specified in NPDES Permits.
A summary of the findings and comments noted during this inspection is provided on the attached
copy of the complete inspection report entitled "Water Compliance Inspection Report”. The ORC
Chris McCorquodale keeps excellent records as evidenced by his ability to accommodate inspector
requests for ORC log, DMR s, and Lab Bench data. Further the lab records and lab methods w'ere
provided and the assistance of both the ORC and Lab staff during the inspection was greatly
appreciated.
There were no significant findings except that of a maintenance item under the Equalization
Basin/Aerobic Digester section of this report. Please respond in writing to this maintenance item
within 30 days of receipt of this report.

4b has been isolated to mitigate risk of failure due to major cracks and rusted rebar. The permit requires
treatment units to be maintained and it is recommended that the facility repair this zone such that the
treatment would be ready for use (if and when needed). *Please respond to DWQ as to your schedule for
the repair of this treatment unit. The DAF unit should also be maintained and used as needed/appropriate
for treatment.
Discussed with the ORC - DWQ understands that the WWTP was not designed as a BNR plant, but
anything that could be done operational or within limited investment to reduce Total Nitrogen would be
beneficial to the environment and may need to be considered to meet future permit requirements as stated
in the permit section of this inspection report.
Nutrient Reduction continues to be an environmental goal, as nutrient loading to Loves Creek/Rocky River
is of concern to the public.
However it is noted adjustments to operation of units as described by the current permit (Supplement to
Permit Cover Sheet)were made to adjust to loss of 1 MOD flow.(SEE COMMENT BELOW)

Sampling data dated March 2012 at inspection and DMRs review showed Total
Nitrogen ranges and Nitrate-Nitrite ranges have dropped since loss of Townsend flow.
Note: The facility was not designed for Biological Nutrient Reduction. However, it
appeared that with the current capacity at the plant, some piping and operational
changes could be made at the plant to address Biological Nutrient Reduction. This may
be needed in order to comply with future permits.
The facility does still accept wastewater from Brookwood Farms BBQ, data also shows
this wastewater contributes to nutrient loading to the plant.
The facility has lost all flow from SIU-Townsend, which data had shown to be a
significant source of nutrient loading to the plant.
Comment: BIMs shows the permit in expired status. The facility has provided
application for renewal as required.
Comment: The ORC has had a challenging position with the changes that occur along
with the loss of 1 MOD flow.
The overall facility capacity (10 MOD) is much larger than the max permitted flow (4
MOD) and the current actual flow. It can be a challenge to operate in this situation, but
the ORC appears knowledgable, proactive and conscientious of plant operations.

Comment: The facility uses one Equalization Basin (Zone 2) that was in operation for
influent flow equalization the day of the inspection. The facility retains additional
equalization basins (zone 3 a & b and zone 4 a & b) for use as influent storage or
sludge storage (back-up for digester storage) in case of power loss. These basins are
only used as needed in high flow or back-up situations.(The basins contain aeration.
*Basin (Zone 4 a & b were isolated currently and in need of repair with major crack and
rusted rebar that was observed while viewing the sludge transfer station. The ORC
reported that this Zone no longer receives sludge for storage.
Comment: The facility contains two oxidation ditches, one was in service the day of
the inspection. The facility has lost Townsend Plant wastewater- as the plant closed
down. Thus, plant now has a lot of capacity that is not currently needed/being utilized.

However, the sludge transfer station (4a and 4b) 4b has been isolated to mitigate risk of
failure due to major cracks and rusted rebar. The 4b capacity is not currently needed,
but continued maintenance of permitted treatment units is required by the permit.
Comment: The facility has two aerobic digesters. Synagro is contracted to remove
sludge solids (WQ 0016247). The facility had plenty of tankage available the day of the
inspection, as again flows are down due to loss of Townsend/lndustry closing.
Comment: The facility has two secondary clarifiers. Alum is added at the splitter box
to the secondary clarifiers to facilitate settling and treatment. Alkalinity is also adjusted
with lime addition. It is recommended that the facility consult the chemical supplier with
regards to feeding the two additives together at the same location as some turbidity was
observed during the inspection.

The facility reported that some of the filtered effluent is used for pump seals, lime slurry,
and alum feed.
Comment: The facility has four filters and reported that are all backwashed at the
same time. The capacity of the filters is 10 MOD, and the plant is permitted for only 4
MGD discharge.
Comment: The facility uses Dissolved Air Floatation (DAF) - currently the use is
intermittent with loss of flow from Townsend. Sludge removed from the DAF is
thickened in the DAF Thickener Basin and processed for removal by Synagro. Please
note the DAF assists with Algal control. Some algal growth was observed at the plant
during the inspection. Also the DAF is written in the permit as a part of the treatment
trane, and this could also be considered a bypass of a permitted treatment unit.

The ORC keeps excellent records as evidenced by his ability to accomodate inspector
requests for ORC log, DMR's, and Lab Bench data. Further the lab records and lab
methods were provided as well. The assistance of both the ORC and Lab staff was
greatly appreciated.

This letter is in response to the NPDES Compliance Inspection Report on the Siler City
Wastewater Treatment Plant - NPDES Permit No. NC0026441 and NPDES Permit No.
NCG110085. On October 17, 2012, we had Ron Stephens with the Kemp Corporation from
Sherrill Fords, NC to come and look at Zone 4B of the equalization basin to determine what
type of repair could be made to this wall. At this point, we have not received a cost estimate
on this repair. Zone 4A can still be used if necessary and isolate Zone 4B. When I receive this
figure, we will then make a determination of what needs to be done. Should you have
