See what the loading is from the smaller watersheds in order to find the areas of greatest nutrient contributions and then implement appropriate reductions strategies (BMPs). - Start assessment and restoration/implementation in the upper portion of the watershed and work down the basin overtime. - Documentation of periphyton growth throughout the basin. Accordingly, it was agreed that the RRO would request, by copy of this letter, that the Town of Siler City provide information that explained 401 Water Quality Certification condition implementation. On February 4, 2009, the Division of Water Quality staff met with the Town of Siler City, members of the Friends of Rocky River, and other interested parties to discuss the Subject 401 Water Quality Certification and other issues common to the Rocky River. The aquatic toxicity test using 24-hr composite samples of effluent discharged from Siler City WW1 P has been completed. Siler City WWTP has an effluent discharge permitted that is 4.0 million gallons per day (MOD) entering Loves Creek (7Q10 of 0.25 CFS). Whole effluent samples were collected on April 13 and April 16 by Vicki Webb for use in a chronic Ceriodaphniu dubia pass-fail toxicity lest. The lest using these samples resulted in a pass. Sullins Director May 17, 2010 On April 16, 2010, Vicki Webb of the Raleigh Regional Office conducted a compliance evaluation inspection of the Town of Siler City wastewater treatment plant (WWTP) with the assistance of Mr. Chris McCorquodale, superintendent of the facility and operator in responsible charge (ORC), and Mrs. Ann Clark, back-up ORC. Their help was appreciated as it facilitated the inspection process. Synagro is responsible for pumping and hauling sludge, which is land applied under permit WQ0016247. one NorthCarolina— Naturally Customer Service 877-623-6748 ) 6.The influent flow meter, influent flume and effluent meter were calibrated August 26, 2009. 7. 8. 9.Mr. McCorquodale is keeping all of the files well organized, which eased the file review process. Stormwater Permit Number NCG110085 Cc: 12. It was observed during the inspection that the oxidation ditches had more than 25% of foam covering the surface area. The ORC indicated the oxidation ditch employs jet aeration for the method of dissolved oxygen delivery. This type of aeration can cause excessive turbulence, leading to excessive foaming; utilizing a blower/diffused aeration or mechanical aeration can decrease this turbulence, decreasing the amount of foam production. Meritech Laboratories is contracted to test metals, MBAS, TN/TP and chronic toxicity. The other parameters are analyzed in-house. A file review of the plant records indicated that all records are being kept as required. A comparison of the February 2010 DMR indicated no discrepancies. Vicki Webb Environmental Specialist 13. Qualitative monitoring has been performed as required. Employee training was done in November 2009. 11. It was observed during the inspection that the vacuum pump located top side at the tertiary filters was not working properly. Please repair the malfunctioning vacuum pump. The generator can only operate the influent pump station, bar screen and grit removal process. The generator is tested by interrupting the power source weekly and under load monthly. 10. The facility currently uses chlorine gas for disinfection. Please consider for future upgrades the feasibility of an ultraviolet (UV) system. Chatham County 5. The map includes all the required components as required in Section III Records (3) of the permit. 5. The Town’s Capital Improvement Plan (CIP) was reviewed. The plan contained a description of existing facilities, a description of known deficiencies and forecast of future needs. 2. The Town’s grease ordinance and inspection program were discussed. The Town has a grease ordinance and the restaurants have installed grease traps. Joey Smith is the Town’s code enforcement officer and inspector. Mr. Smith’s records of inspections are well organized. 1. The Town of Siler City’s collection system is classified as a “Class 2” collection system. It has approximately 50 miles of gravity sewer, approximately 4 miles of force main, 5 simplex pump stations and 8 duplex pump stations. The permit expires April 30, 2012. The cleaning records indicated that the date and amount cleaned was recorded. 7. The Town had records on file of all its reported overflows and press release information. Basic Machinery Pump Station - The Basic Machinery duplex pump station is located at 1045 Andrews Road and is secure with a fence and has proper signage on the fence gate. The wet well was free of excessive debris and grease. This station has a quick connect in case a portable generator is needed. This is the only pump station that has float controls instead of the bubbler system. The alarms were tested during the inspection. Records of twice daily visitation were available on site. 4. Singing Sound Way Pump Station - The Singing Sound Way duplex pump station is located at 1722 Singing Sound Way and is secure with a fence and has proper signage on the fence gate. The wet well had excessive debris and grease. Both Gorman Rupp submersible pumps were present and operational. The alarms were tested during the inspection. This station has a quick connect in case a portable generator is needed. There is also a connection in case the wet well needed to be pumped by a vac truck if there was a loss of power. Records of twice daily visitation were available on site. 5. Blood Run Pump Station - The Blood Run duplex pump station is located at 300 Elder Road and is secure with a fence and has proper signage on the fence gate. The wet well had excessive debris and grease. Both Gorman Rupp dry pit submersible pumps were present and operational. The alarms were tested during the inspection. Chatham Pump Station - The Chatham duplex pump station is located at 1815 North Chatham Avenue and is secure with a fence and has proper signage on the fence gate. The wet well had excessive debris and grease. Both Gorman Rupp pumps were present and operational. The alarms were tested during the inspection. This station has a quick connect in case a portable generator is needed. Records of twice daily visitation were available on site. All of the eight duplex pump stations along with several sewer right-of-ways (ROW), manholes and aerial lines were inspected. The following items were noted: 1. North Avenue Pump Station - The North Avenue duplex pump station is located at 1411 North Avenue and is secure with a fence and has proper signage on the fence gate. The wet well was free of excessive debris and grease. This station as well as the others unless noted utilize a bubbler type mechanism for signaling pumps to turn on/off and alarm conditions. Both Gorman Rupp pumps were present and operational. This pump station as well as the others unless noted has a telemetry system, audible and visual alarms. The alarms were tested during the inspection. There is a generator on-site and is tested and monitored for fuel on a regular schedule. It was observed during the inspection that the comer of E 9th and E 10111 Street has a line that goes across the ditch at an angle and then runs along the road. Looking closer at this line, it showed Aerial Lines - The aerial lines for Behind Bo jangles. Cape Carnes, Lowes Food, Justice MHP, Jordan Mathews High School, Armory, Wal-mart, U Auto Wash III, Bridge at Hatchery, Behind D.O.T., Gary Smith Pasture, Across from Gold Kist, Jimmy Price-old bowling, and South 6th St. were inspected. All of the lines were free of visible damage and all supports were in good condition unless noted below. The right-of-way is accessible. The line at Cape Carnes was hard to have a clear view due to brush growing on both sides of the pipe. ROW was well maintained. I recommend cleaning around this aerial line for better visual inspections. The line at Armory, Behind D.O.T., and Jimmy Price-old bowling is dead (not in use). The line at Wal-mart was difficult to see from both sides due to over grown brush/trees. This is in need of immediate attention in order to properly view/inspect. The line at U Auto Wash III is in danger of being over taken by the kudzu vines. These lines are being inspected as required. Mr. Green takes pictures that are time and date stamped each time he inspects the high priority lines. Technology Way Pump Station - The Technology Way duplex pump station is located at 217 Technology Way and is secure with a fence and has proper signage on the fence gate. The wet well had excessive debris and grease. Both Gorman Rupp pumps were present and operational. The alarms were tested during the inspection. There is a generator on-site and is tested and monitored for fuel on a regular schedule. Records of twice daily visitation were available on site. Progress Blvd Pump Station - The Progress Blvd duplex pump station is located at 305 Progress Blvd and is secure with a fence and has proper signage on the fence gate. The wet well had excessive debris and grease. Both Gorman Rupp pumps were present and operational. The alarms were tested during the inspection. There is a generator on-site and is tested and monitored for fuel on a regular schedule. Records of twice daily visitation were available on site. Water Treatment Plant Pump Station - The Progress Blvd duplex pump station is located at 955 Water Plant Rd and is secure with a fence. The pump station does not have proper signage on the fence gate. The wet well was free of excessive debris and grease. Both Gorman Rupp pumps were present and operational. There is a generator on-site. The alarms were tested during the inspection. Both the audible and the visual alarms did not work. The telemetry was not installed and thus not working at the time of the inspection. Refer to WQCS00056 Permit Section V. Inspection 2; it states: Pump stations without Supervisory Control and Data Acquisition (SCADA) systems or telemetry shall be inspected everyday (i.e. 365 days per year). Pump stations equipped with SCADA systems or telemetry shall be inspected at least once per week. This pump station does not have a contingency plan or records of testing the generator or testing of alarms. Before I left the facility, the visual alarm was repaired. Please let this office know the time line of this pump station having the telemetry installed and when the audible alarm repaired. Start keeping records of all vital information that is related to all pump stations. Siler City Collection System Permit No. WQCS00056 Chatham County 10. Other - The right-of-way (ROW) and manholes (MH) were observed at 84 Lumber, South 6111 St., Loves Creek, Loves Creek - Justice tie in, and Water treatment plant. The right-of-ways are well maintained and accessible. The only concern for the ROWs is the tree canopy. If not cut back in the next year to two years, could cause problems should you ever need equipment to go down the ROW. This was discussed with Mr. Green at the end of the inspection. The manholes observed were free of visible signs of overflows, grease, roots and excessive sand. All manhole covers were present and seated properly. Treatment Units and Process All treatment units were operational during the inspection.
