classified as Class C waters, in the Cape Fear River Basin.
Curtis Brown is the ORC and David Hicks, Ann Clark and Chris McCorquodale is the back-up ORCs
lor the facility. Technical Assistance and Certification Unit (TACU) does not have a form designating
Chris McCorquodale as a backup ORC. Please submit a designation form to TACU. The form can be

On August 5, 2008, Ms. Stephanie Brixey of the Raleigh Regional Office conducted a compliance evaluation
inspection ot the Town of Siler City wastewater treatment plant with the assistance of Mr. Curtis Brown, ORC
of the facility. His help was appreciated as it facilitated the inspection process.

Meritech Laboratories is contracted to test metals, MBAS, TN/TP and chronic toxicity. The other
parameters are analyzed in-house.
It was noted that one of the clarifiers has been taken offline for preventive maintenance.
Synagro is responsible for pumping and hauling sludge, which is land applied under permit
WQ0016247.
A file review of the plant records indicated that all records are being kept as required. A comparison of
the April, May and June 2008 DMRs indicated no discrepancies. It was noted that TKN and nitrite +
nitrate was not reported on the DMRs. Please be reminded that any effluent data analyzed by a certified
lab or person must be reported on the DMR.
12. Stormwater records were reviewed and found to be satisfactory. Both stormwater outfalls were
observed during the inspection and no problems were noted. The SP3 was written and implemented in
September 2007. Qualitative monitoring has been performed as required.
The overall conditions of the Town of Siler City WWTP are compliant with Division standards. If you have

In conjunction with the Town’s current Quarterly Report for the above referenced project, the
Town has requested that I provide an update and statement regarding the chemical containment
measures within the Water Treatment Facility.
The chemical spill containment areas are designed to capture and hold potential spills for
removal by the chemical company in accordance with regulatory requirements. Based upon my
review of the operations and plans for the facility, the containment areas are designed
adequately . The Town has confirmed to me that these areas are functioning properly.

All monitoring is required to be performed at the abovementioned monitoring locations. Instream Monitoring may
be performed by the Upper Cape Fear River Basin Association (UCFRBA) as outlined in the Memorandum of
Agreement (MOA) between the association and the permittee. If so, the data is to be collected and submitted to
DWQ in accordance to the terms of the MO A.

DWQ understands that if the monitoring is conducted by the UCFRBA, the monitoring
frequencies would differ from those specified in the NPDES permit. DWQ regards those differences to be
satisfactory and would consider the City to have met the conditions of the permit if the monitoring is
performed by the UCFRBA in accordance with the terms of the Memorandum of Agreement between the
association and DWQ.
