There is currently not enough standby power to operate the entire facility. The generator can only operate the influent pump station, bar screen and grit removal processes, and in situations of duress, partially treated wastewater might be discharged to Loves Creek. His help was appreciated as it facilitated the inspection process. 1. The Town of Siler City WWTP is permitted to discharge at a rate of 4 MGD and consists of: manual and mechanical bar screens, grit collection unit, influent pump station, aerobic digester, filter backwash holding station, DAT unit, 4 equalization basins, sludge transfer station, lime tower, alum feed station, dual oxidation ditches, dual secondary clarifiers, four tertiary filters, chlorine contact chamber, sulfur dioxide addition, and a solids removal area. The facility discharges directly to Loves Creek, which is classified as Class C waters. fl?^DUC One NprthCarolina _____ Naturally Customer Service 1-877-623-6748 2. The Town of Siler City recently approved a 150,000 gpd flow increase in Gold Kist’s (poultry industry) Industrial User Permit. Townsends, another poultry industry, will likely be granted a similar flow increase. Meanwhile, Acme-McCrary, another industry, ceased operations, thus reducing influent flow by 60,000 gpd. Such fluctuations will leave the WWTP with approximately 20% remaining in flow capacity. 4. Meritech Laboratories is contracted to test metals, MBAS, TN/TP, and chronic toxicity. The rest of the parameters are analyzed on-site in the certified laboratory. 7. Mr. Brown is keeping all of the files and data in a well organized fashioned. Such order eased the file review process. There are two functional clarifiers at the facility. One of the clarifiers, however, was drained on June 2, 2006 so that it could be sandblasted and re-coated. The clarifier will likely be in operation soon. 8. An inspection of stormwater permit NCG110085 was also conducted during the site visit. While the permit was issued in 2005, the Town contracted Hobbs, Upchurch & Associates to conduct a facility study to determine if the WWTP qualified for a No­ Exposure Certification. The application for certification was received by the Division on April 24, 2006. In the past, the Raleigh Regional Office has turned down no-exposure certifications for WWTPs that are rated at a flow capacity greater than 1 MOD. Regardless of topography or layout, the potential for surface water contamination via incidental spills is heightened by on-site structural maintenance, chemical storage, sludge storage, pumps station failure, etc. The mere fact that sewage is exposed in open basins is reason enough to require that a comprehensive stormwater plan be implemented to protect surface water quality. 5. Synagrow is responsible for pumping and hauling accumulated sludge, and land applies it under permit WQ0016247.
