Mega NCDEQ— DWR — Non -Discharge Branch 1617 Mail Service Center Raleigh, NC 27699-1617 August 21, 2024 RE: Additional Information- Non -Discharge Permit WQ0012748 Sea Trail Wastewater Treatment Plant 1395 Angels Trace Rd, Sunset Beach, NC 28468 Brunswick County Public Utilities Dear Mr. Mega, This letter is in response to the additional information requested on July 10, 2024, regarding the Sea Trail Wastewater Treatment Plant (WWTP) permit renewal, application number WQ0012748. Comment A.1: The Reuse Water Agreement is currently under review by the staff of Sea Trail Golf Resort Holdings, LLC. Brunswick County will send the NCDEQ the signed agreement immediately after it is received and filed with the Brunswick County Register of Deeds. Comment A.2: Beginning with construction of the headworks and grit removal system in 2006, staff experienced periods of inefficiency with the unit such as excess water being discharged into the disposal dumpster, ineffective grit removal, etc. The system manufacturer was employed to assist but the units became more problematic with continued use. A decision was made to bypass the units, not abandon, so if future issues arose with screening materials or removing grit within the aerobic system, the units could be reutilized. This has not occurred to -date, therefore the units have remained in bypass status. The Sea Trail WWTP has not had any problems with solids or grit in the treatment process. As noted in the June 6, 2024 letter providing additional requested information to Mr. Jordan Cocanower, the Sea Trail WWTP is scheduled for decommissioning in 2026. Brunswick County believes that there is no necessity to permanently abandon the units between now and then.
