AcƟon Item 1: Request Approval to Proceed to the EMC with the Periodic Rule Review
Reports for 15A NCAC 02L, 02N, 02O, and 02P

DescripƟon: G.S. 150B‐21.3A requires all rules be reviewed every 10 years to determine 
whether the rules are necessary or unnecessary. DWM staff will present 
the iniƟal determinaƟons for 15A NCAC 02L, 02N, 02O, and 02P to request 
approval from the GWWMC to proceed to the Environmental Management 
Commission (EMC) for public noƟce.  15A NCAC 02L SecƟons .0100 ‐ .0300 
are administered by the Division of Water Resources.  15A NCAC 02L 
SecƟons .0400 and .0500, and Subchapters 02N, 02O, and 02P are 
administered by the Division of Waste Management.   

RecommendaƟon: DWM recommends that the GWWMC approve the request to proceed to 
the EMC with the Periodic Rule Review Reports with iniƟal determinaƟons 
for 15A NCAC 02L, 02N, 02O, and 02P.
