This ATC is issued in accordance with Part III, Paragraph A of NPDES Permit No. NC00026051 issued effective December 1, 2011 and shall be subject to revocation unless the wastewater treatment facilities are constructed in accordance with the conditions and limitations specified in Permit No. NC0026051. Authorization is hereby granted for the construction of modifications to the existing 12 MGD Triangle WWTP, with discharge of treated wastewater into the Northeast Creek in the Cape Fear River Basin. The Permittee must also employ a certified back-up operator of the appropriate type and grade to comply with the conditions of T15A:8G.O2O2. The ORC of the facility must visit each Class I facility at least weekly and each Class II, III and IV facility at least daily, excluding weekends and holidays, must properly manage the facility, must document daily operation and maintenance of the facility, and must comply with all other conditions of T15A:8G.O2O2. During the construction of the proposed additions/modifications, the Permittee shall continue to properly maintain and operate the existing wastewater treatment facilities at all times, and in such a manner, as necessary to comply with the effluent limits specified in the NPDES Permit. March 21, 2018 Page 2 of 3 In the event that the facilities fail to perform satisfactorily, including the creation of nuisance conditions, the Permittee shall take immediate corrective action, including those as may be required by the Division, such as the construction of additional or replacement wastewater treatment or disposal facilities. A copy of the project plans and specifications shall be maintained on file by the Permittee for the life of the facility. The sludge generated from these treatment facilities must be disposed of in accordance with G.S. 143-215.1 and in a manner approved by the Division. Upon classification of the facility by the Certification Commission, the Permittee shall employ a certified wastewater treatment plant operator to be in responsible charge (ORC) of the wastewater treatment facilities. The operator must hold a certificate of the type and grade at least equivalent to or greater than the classification assigned to the wastewater treatment facilities by the Certification Commission. It is the Owner’s responsibility to ensure that the as-constructed project meets the requirements of all applicable regulations and statutes, the ATC Permit Application package, and all of the requirements contained herein. Failure to comply may result in penalties in accordance with North Carolina General Statute §143-215.6A through §143-215.6C. Upon completion of construction and prior to operation of this permitted facility, a certification must be received from a Professional Engineer certifying that the permitted facility has been installed in accordance with the NPDES Permit and the ATC Permit Application package. The facility consists of the following units observed during the inspection: Division of Water Resources, Raleigh Regional Office, Water Quality Operations Section 1628 Mail Service Center, Raleigh, NC 27699-1628 Location: 3800 Barrett Drive, Raleigh, NC 27609 3. The facility is currently permitted to discharge up to 12 MGD into Northeast Creek, a WS-IV Nutrient Sensitive Water (NSW) in the Cape Fear basin. The facility’s monthly average flow for the 2017 calendar year was approximately 4.6 MGD. 4. The plant is classified as a WW-4 wastewater facility. Shawn Davis is designated as the primary Operator in Responsible Charge (ORC), and has a WW-4 certification. Gregory Johnson, Stephanie Brixey, Michael Garver, Roy Harris and Roy Lyons are designated backup Operators (bORC) and also have WW-4 Certifications. Detailed daily operation log books are detailed and are kept on-site going back at least three years. 1. The current pennit expired in April 2016. A renewal application was submitted on September 10, 2015. A copy of the most recently issued (expired) pennit was available. 5. The plant is certified to analyze ammonia, BOD. TRC, conductivity, DO, Fecal Coliform, pH, temperature and TSS (Certification #671). Calibration logs were present. pH buffers were within dates. Fecal and BOD incubators and refrigerators were kept at proper temperatures. Other parameters are analyzed by Mertiech, with the exception of toxicity, which is split at ETS labs. November 2017 DMR data was compared to lab bench sheets; no data transcription errors were noted. Compliance Evaluation Inspection Durham Co. The assistance provided by you. Mr. Shawn Davis and Mr. Gregory Johnson was appreciated. The inspection report is attached. Poste Aeration, and Reclaimed Water • Two UV banks, 56 bulbs in each bank. Alternated, one bank was operating during site visit. ® Post-Aeriation - DO increased before discharge. • Reclaimed Water - Old effluent Pump Station used as reclaimed water wet-well. Amount of effluent discharged is dependent upon how much reclaimed water is in the wet well. When the reclaimed water drops, discharge is diverted to the reclaimed wet-well for use. ® Composite sampler - Sample kept at ~5° C. © Effluent Flow Meter - Calibration expires on 9/28/19. Headworks/Preliminary Treatment: • Two Mechanical bar screens • Odor Control System - Sodium hypochlorite and sodium hydroxide added • Influent pump station (6 pumps) • Parshall Flume and Flow meter • Mechanical grit removal • Sampler Filtration Five shallow, high-rate tertiary, traveling bridge sand filters that operate via gravity. Secondary Clarification Wastewater diverted to clarifiers through a splitter box. Four approximately one- million gallons, 16-feet deep Tat-bottomed secondary clarifiers. Two are kept online at all times, as was the case during the inspection. The sludge return tubes (ports) are approximately 12 inches off the clarifier floor, and sludge blankets are kept at approximately 2 feet). Sodium Aluminate is added just upstream of clarifiers to the splitter box for remaining phosphorus removal. Bottom sludge recycled to front of BNR via Recycled Activated Sludge (RAS) pumps BNT Train #2 was down during the inspection due to a broken rotor. And Authorization to Construct has been requested to add diffuse flow to this train. Based on the results, diffuse flow may be considered on Trains #1 and #3. The plant is well maintained and documentation was found to be detailed, organized, and complete. I contacted Thad Valentine per a conversation I had with Bethany Georgoulias. An operator overfilled a day tank. We estimated 1200 gallons was spilled but most was captured by the building's floor drain which was valve closed. Approximately 100 gallons reached a stormwater drain that discharges to our Outfall 2. A berm was made at outfall 2 and an additional berm was made further down in a UT to Northeast Creek. Chlorine residual in those areas were 10 ppm. We set up pumps to pump the contaminated water back into the plant and dechlorinated the area with sodium bisulfite tablets. Any excess tablets that were not dissolved in the cleanup was removed from the area and not left to prevent any toxicity issues to aquatic life. Chlorine residual was checked downstream, approximately 150' from stormwater outfall 2 when first discovered and no chlorine was detected. Currently, the laboratory is certified by tine Division of Water Resources Laboratory Certification Branch to analyze ammonia, biochemical oxygen demand, total residual chlorine, conductivity, dissolved oxygen fecal coliform. pH. temperature, and total suspended solids. Staff determines the age and health of the activated sludge and identifies microorganisms, such as amoebae bactena ciliates. flagellates, nematodes, rotrfiers. and water bears.Do your part to prevent overflows by following these simple guidelines: overflows can cause health hazards, damage homes and businesses, threaten the environment, and local waterways and are costly to clean up for wastewater utilities. The TWWTP implements an Industrial Pretreatment Program (IPP) to control pollutants which may cause pass through or interfere with the treatment plant's processes, which may contaminate sewage sludge, or potentially be hazardous to worker's health and safety. Currently, tlrere are forty-eight permitted industries that are regularly inspected and monitored to ensure their discharges meet specific permit limits. Fourteen of these industries are Significant Industrial Users (SIUs). Biosafety Laboratones in our service area have also been identified and fifteen are currently peimitted. The Triangle WWTP, NC00260S1, has a weekly permit violation for BOD for the first week of September. The effluent result for 9/3/18 is 18.1 mg/l and for 9/5/18 is 5.3 mg/l that averaged out to 11.7 mg/l for the week. The weekly permit limit for this time of year is 7.5 mg/l. At this time we have no idea why the BOD was high as all other parameters are normal as well as operations. I emailed Tom McKinney, Rick Bolich, and Danny Smith yesterday to inform them of a daily maximum violation for BOD for the reclaim, WQ0032821, for 9/3/18. The plant is classified as a WW-4 wastewater facility. Shawn Davis is designated as the primary Operator in Responsible Charge (ORC), and has a WW-4 certification. Gregory Johnson, Stephanie Brixey, Michael Garver, Roy Harris and Roy Lyons are designated backup Operators (bORC) and also have WW-4 Certifications. Detailed daily operation log books are detailed and are kept on-site going back at least three years. 5. The plant is certified to analyze ammonia, BOD, TRC, conductivity, DO, Fecal Coliform, pH, temperature and TSS (Certification #671). Calibration logs were present. pH buffers were within dates. Fecal and BOD incubators and refrigerators were kept at proper temperatures. Other parameters are analyzed by Mertiech, with the exception of toxicity, which is split at ETS labs. November 2017 DMR data was compared to lab bench sheets; no data transcription errors were noted. 3. The facility is currently permitted to discharge up to 12 MGD into Northeast Creek, a WS-IV Nutrient Sensitive Water (NSW) in the Cape Fear basin. The facility’s monthly average flow for the 2017 calendar year was approximately 4.6 MGD. 1. The current permit expired in April 2016. A renewal application was submitted on September 10. 2015.
