While it did not hit Iredell County as hard as many other NC Counties,we certainly had an unusual event with about 5 inches of rainfall on the day in question, causing local flooding. The definition of"Adverse Weather" includes"local flooding"and "situations that otherwise make sampling impractical". I consider your outfall flooding to bean adverse weather event. In such events,you should report that on your DMR and collect a substitute sample during the next qualifying storm event. That is how I believe this matter should be handled. Regards, Adverse Weather Weather conditions are those that are dangerous or create inaccessibility for personnel, such as local flooding, high winds,or electrical storms,or situations that otherwise make sampling impractical. When adverse weather conditions prevent the collection of samples during the sample period,the permittee must take a substitute sample or perform a visual assessment during the next qualifying storm event.Documentation of an adverse event (with date,time,and written narrative) and the rationale must be included with your SWPPP records.Adverse weather does not exempt the permittee from having to file a monitoring report in accordance with the sampling schedule. Adverse events and failures to monitor must also be explained and reported on the relevant DMR. Jerry W. Mr. Eplin, Please accept this email as our written response to the verbal report called in today to you regarding our Mountaire Statesville Feed Mill not obtaining the required stormwater sample, as per the NC General Stormwater Permit NCG060382. On September 27t", 2024 the Mountaire Statesville Breeder Feed Mill, located in Statesville North Carolina, had a qualifying rain event from a hurricane creating a stormwater discharge and attempted to obtain a stormwater sample however when the employee went to obtain the sample the sample area (stormwater catch basin)was already full from stormwater backing up from a neighboring property.This did not allow for our facility employee to obtain the sample from the sample area because of the stormwater backing up into the facility's discharge pipe.
