Dear Mr. Snider and Mrs. Graznak,
I am reporting on the SOC for the Town of Liberty for the Quarter from July 1 — September 30,
2024 in accordance with the SOC EMC SOC WQ S 19-011 guidelines.
Please see the below update: The paragraphs below explain the timelines that are in the SOC.
The only changes below are on the 3rd paragraph and down discussing the non met dates on the
SOC.
Section 2(a)(2) and Section 2(a)(4) of the SOC discuss the GoldenLeaf Funds. All of the 3,231
linear feet of the sewer main line have been rehabilitated as of April 28, 2021. The additional
portion of sewer Fayetteville Street that needed some extra attention has been repaired. All
GoldenLeaf projects in the SOC have been completed and project is complete and MET.
Section 2(a)(3) and Section 2(a)(5) of the SOC discuss the CDBG funded project. This project
is in the final stages. We have completed all construction work. Closeout on this grant is
complete and this item has been MET.
Section 2(a)(6) has three bullets (a), (b), and (c) discuss the Pre -Construction Planning project
and the deadlines goals of the project. 2(a)(6) (a)(b)(c) discusses evaluating WWTP and many
aspects of the WWTP. All the task items are complete and will be included in the report that
must be completed by November 30, 2024.
Section 2(a)(7) states that an engineering report for all of Section 2(a)(6) and the three bullets
(a), (b), and (c) will be submitted by November 30, 2024 and is on time.
Section 2(a)(8) discusses commencing construction on the ASADRA and AR -PA $15,500,00
project. We currently will send out to bid next week for this project and will have the
construction contracts to Liberty Town Council on December 16th, 2024.
Section 2(a)(9) discusses having the ASADRA and AR -PA project complete by December 31,
2026. This is on schedule at this time
