It was believed to be related to the population of the county over doubling during this time due to the attendance at the U.S. Open golf tournament in Pinehurst. In addition, the spike in BOD might have been connected to a septic hauler that was dumping industry process solution during this time period. To remedy this, the industry is now required to apply for a permit to continue their once yearly dumping of 500 gallon totes through septic haulers.
