Application a. Section II, 4: This Project appears to be within a 5-mile radius of Raleigh-Durham International Airport, please revise Response:Noted, this has been updated. b. Section III, 4: Please complete this section on local jurisdiction for building permits. Response:Noted, the City of Raleigh's information has been included. c. Section IV, 4-7: The "Total Project Area" can be a subset of the property area (such as the Limit of Disturbance), or it can be the property area, sans on-site surface water and wetland areas. The project area and total surface water area must be delineated on the main set of plans. (15A NCAC 02H .1042(2)(g)(iii)). 999.5 acres of project area and 22.06 acres of surface water area are not currently delineated on the plans. The subset property area is 1.96 acres. The total surface water area is 0.07 acres, therefore the total project area is 1.89 acres. Bearings and distances of the project area are shown on sheet L-201. d. Section VIII: Please complete consultant information Response:Noted, this section has been updated with Bentley Ruggles information. 2. Supplement-EZ Form: 1x hard copy of the complete, original Supplement-EZ Form is required per Sections V& VI, 3 of the Application. a. Cover, Line 7-8— Per 15A NCAC 02H .1017(10), the vegetated setback width from surface waters is 30 ft. Please revise. Response:A 30 ft setback was noted in lines 7 and 8 of the EZ Form. Low Density Page, Line 4- Provide; if there are multiple side slopes they can be listed in Line 15. 15A NCAC 02H.1003(2)(c): Side slopes for vegetated conveyances shall be no steeper than 3:1 unless it is demonstrated that the soils and vegetation will remain stable in perpetuity based on engineering calculations and on-site soil investigation. Response: The side slopes are 3:1, line 4 of the low-density page has been updated. c. Low Density Page, Swales Table - Per Sheet L-301, there are 2 swales. Plans: 2x hard copies of revised plan sheets with the following corrections made (This item is required per 15A NCAC 02H.1042(2)(g) and per Section VI, 8 of the Application) a. 15A NCAC 02H .1042(2)(g): ...All plan packages shall include... (ii)dimensioned project or project phase boundary with bearings and distances. Ensure the Project Area is consistent throughout the package. Response: The project boundary area with bearings and distances is shown on sheet L- 201. b. 15A NCAC 02H .1042(2)(g): All plan packages shall include: (iii)the boundaries of all surface waters, ... protected vegetated setbacks, and protected riparian buffers." Please include delineated surface water areas and vegetated setback from top of bank of streams. If it is not possible to delineate the banks of the surface water(as would be the case for a narrow stream), please show the centerline of the surface water and provide a callout listing the surface area of that surface water that is within the project boundary. Note that the surface area of the surface water is the area between the top of the banks of the streams and normal pool of impounded structures. Ensure the vegetated setback is measured horizontally from the top of bank of each side of streams for all perennial and intermittent surface waters within and adjacent to the site. Response: The Neuse River riparian buffer, the 30 ft vegetated setback and surface water area are shown on sheet L-201. The surveyed top of bank was used to determine the 30'vegetated buffer. In areas where the top of bank was not surveyed, the 30' vegetated buffer was determined from the stream centerline. The disturbed project area is not located within the 30'buffer. The surface water area of the stream within the project area is 3,124 SF. 4. O&M Agreement: 1x original, signed&notarized hard copy of the O&M Agreement Form (This item is required per 15A NCAC 02H.1042(2)0) and per Sections V& VI, 3 of the Application) a. Please ensure the O&M Agreement is uploaded to the electronic repository Response: The O&M agreement has been signed, notarized. Response:Noted. 6. Provide PDFs of all revisions, 2 hardcopies of revised plan sheets, 1 hardcopy of other documents, and a response to comments letter briefly describing how the comments have been addressed.
