NCDEQ should not reissue a NPDES permit to Martin Marietta Materials for its Vanceboro
Quarry.
The discharge of up to 12 million gallons of groundwater per day into the headwaters of Blounts
Creek would significantly raise the pH of the stream system, a change that is not allowable under
North Carolina's water-quality regulations. Such a change in the water chemistry would change
which aquatic species can survive in those waters, and state law is
clear: a discharge of waste cannot change the species composition of a stream from its natural
state.
Blounts Creek has been recognized by the state as nursery for saltwater species, and is a critical
habitat for fish and other aquatic species, a draw for fisherfolk and wildlife enthusiasts.
Granting Martin Marietta Materials the NPDES permit puts this entire ecosystem at risk.
We are grateful that a public hearing about the renewal of Martin.l„. d4. ; a Materials' permit for
the Vanceboro quarry will be held in Beaufort County, so that thou ted by the mining
process can voice their concerns.

We no longer have the clear water we use to have in the 1960s. Please don't allow it to worsen
with the mining company fresh water discharge.

As a homeowner on Blounts Creek, it is disappointing to me that NCDEQ would even consider
offering a permit to Martin Marietta for its Vanceboroi Quarry. There has been an alternate plan
presented that can avoid this ecological disaster that yAll divert this wastewater elsewhere rather
than dumping it into Blounts Creek, yet the NCDEQ does not seem to be willing to stand up to a
corporation with as deep of pockets as Martin Marietta. Martin Marietta can easily afford to make
a change in their water discharge pla yf they are determined to open this mine, it should be
contingent upon them agreeing to undll —ze a more expensive route to wastewater discharge
that will divert this water away from tlie'c eek. This has become a political game rather than one
based on the law that Martin Marietta would clearly be violating by discharging 12 million gallons
of wasterwater into the creek intermittently, changing the pH of the water and thereby disrupting
the ecosystem and the spawnin g of water species, as well as the lives of eagles, osprey and
other wildlife who rely on the water species for their own survival., and osprey, eagle and other
wildlife who rely on the ecosystem for their survival.
I hereby join many others in my request that a public hearing about the renewz0p,.
Marietta Materials' permit for the Vanceboro quarry be held in Beaufort County +`#,c
affected by the mining process can voice their concerns.

Preserving our wildlife and nature is crucial.As a people we have polluted nature everywhere-
these inlets are the last for aquatic, bird species , species that survive off these animals and the
purity of the water. How much more will be allowed for big corporations and businesses that
destroy our foundations of existence. North Carolina is a place of unmatched beauty , a majestic
breathtaking landscape and protection for these species and balance is crucial. Don't take away
and destruct what God has given us.

NCDEQ should not reissue a NPDES permit to Martin Marietta Materials for its Vanceboro
Quarry.
The discharge of up to 12 million gallons of groundwater per day into the headwaters of Blounts
Creek would significantly raise the pH of the stream system, a change that is not allowable under
North Carolina's water-quality regulations. Such a change in the water chemistry would change
which aquatic species can survive in those waters, and state law is
clear: a discharge of waste cannot change the species composition of a stream from its natural
state.
Blounts Creek has been recognized by the state as nursery for saltwater species, and is a critical
habitat for fish and other aquatic species, a draw for fisherfolk and wildlife enthusiasts.
Granting Martin Marietta Materials the NPDES permit puts this entire ecosystem at risk.
We request that a public hearing about the renewal of Martin Marietta Materials' permit for the
Vanceboro quarry be held in Beaufort County, so that those affected by the mining process can
voice their concerns.

To Those It Concerns,
It is with great displeasure that we find ourselves needing to write in defense of the proposed
discharge permit for the Martin Marietta Mine. Approval of the first permit, ten years ago, was a
disgrace and injustice to the environmental quality standards we have in place in North Carolina
and to the agency (DEQ) charged with overseeing their enforcement. That discharge permit was,
and the renewal permit is, in violation of 15A NCAC 02B .0211, Fresh Surface Water Quality
Standards for Class C Waters.
We, the citizens of NC have the right to live in a clean and healthy environment. Our concerns, our
backyards, our water resources, our outdoor recreation, our aquatic livelihoods all need to come
first and foremost to the polluting effects of industrial affluence. That's what these rules are in place
for. And. it is DEQ's responsibility to see to it that they are enforced. DEQ cannot lawfully approve
a permit that changes the species composition of Blounts Creek. Nor can they lawfully approve a
permit that knowingly violates the pH water quality standard for the swamp waters of
Blounts Creek. It has been scientifically proven that the discharge will do just that!
Discharge, like that being proposed by MMM, should not even be considered for permitting by the
agency (DEQ) we fund to uphold our laws. This is a public waterway, not a sewage system for
industrial waste. We all know, including those of you at DEQ that this discharge WILL be harmful to
the Blounts Creek ecosystem. Please, don't deny it - acknowledge what the scientific research
concludes; and, defend what is environmentally and lawfully right.
I sincerely hope that you will stand alongside your Blounts Creek neighbors concerning this issue.
We put our trust in DEQ to look after OUR best interests, not those of companies that move into
OUR neighborhoods and opt to unlawfully degrade OUR quality of life.
Steve and I are among many in this area who would like to further voice our opposition to the MMM
discharge permit request at a public meeting, and we hope that you will be open to scheduling one
or more of them so that you can see, first hand, the negative impact this will have in this
community and the deepening distrust people will have in the judgements made at DEQ.
